Tamer Institute for Community Education is an educational non-governmental organization established in 1989 as a response to the urgent needs of the Palestinian community during the first intifada. Tamer works across the West Bank and Gaza Strip focusing principally on the rights to education, identity, freedom of expression, and access to primarily targeting children and young adults to encourage and deepen opportunities of learning among them. Our program aims to contribute to enhancing reading, writing and all forms of expression among children and young adults. It also aims at contributing to a Palestinian environment that is supportive to learning processes, and at supporting the literary and scholar production on child culture in Palestine.

Tamer Institute is implementing a project “Encouraging and deepening opportunities of learning among Palestinian Children and young adults and who works with them.” that is funded by the GIZ. Under the project, the GIZ will work with Tamer Institute to develop its Monitoring, Evaluation, Accountability and Learning System in a way that contributes into achieving the strategic goals of the institute set through its strategic plan for the coming 4 years (2021-2024) and supports its progress towards achieving its mission.

The objective of this assignment is to implement competency and capacity building activities aimed to improve the quality of management within Tamer Institute for Community Education through developing their MEAL System and Unit through the following steps:

Build MEAL capacity and enhance knowledge of responsible staff members,
Review the strategic plan and suggest MEAL tools to support the implementation of the plan, with emphasis on documenting the learning approach followed at Tamer.
Use of Results-based Monitoring (hereinafter RBM) process and data for the steering of Tamer’s projects and programs.

Submission Conditions:

Separate technical and financial proposals must be provided.
Financial offer should be in USD.
Price offers shall be valid to not less than 90 calendar days from submission date.
Price offers shall be VAT excluded.
The tenderer must be registered with the Palestinian authorities.
A certificate of withholding tax should be provided.
Tamer Institute does not bind itself to award the tender to the lowest price offer.
Tamer Institute reserves the right to cancel the tender without providing reasons at any time.
The proposal must be submitted in English and must be delivered to the following address not later Monday July 5th, 2021 by 12:00 pm
