Terms of Reference for SDF’ MEAL system 

Background:

The Social Developmental Forum (SDF) is a non-governmental organization works in Palestine since 2006; it works to invest the most influential tools in supporting the Palestinian community according to an inclusive approach based on respecting for human rights and civic values to bring about social change with youthful spirit and energy.

Building organizational capacities and promoting the use of digital technologies in capacity building and raising local awareness and advocating for marginalized groups. 

One of the SDF’ projects which seeks to build the organizational and technical capacities at the institutional level, including developing systems and policies, in order to improve efficiency and effectiveness and to provide high-quality services.

The project also promotes the use of digital technologies in capacity-building activities and improving access to knowledge and skills in an accessible and sustainable manner within an inclusive approach. In addition to supporting the SDF’ efforts in the digital advocacy process for the rights of persons with disabilities in Palestine and to strengthening local partnerships in this context.

Required Service:

The objective of the assignment is to implement competency and capacity building activities aimed to capitalise on and build the MEAL capacity of the project management team; and develop a rigorous MEAL system for the organisation, through the following steps:

  • Use of Results-based Management (hereinafter RBM) processes and data for the steering of SDF’s projects and programs.
  • Build MEAL capacity and enhance knowledge of SDF’s staff members (Program department staff including Project Managers, Project Officers, Field Coordinators, Advocacy Officers).

Qualifications of the consulting firm:

  • Proven experience of at least (5) years in designing and developing MEAL systems and RBM in the mentioned areas.
  • A comprehensive understanding of the concept and context of MEAL systems and its tools.
  • Adequate experience in developing data collection tools, data analysis, monitoring and evaluation and the field work.
  • Previous experience of working with international and local institutions in the development of MEAL systems.
  • The ability to develop training tools, and provide a training package for the monitoring and evaluation team on MEAL system and its tools.
  • A clear understanding of the Palestinian context and issues of development work in Palestine and the Gaza Strip.
  • Ability to prepare reports, implement what is required in the TOR document, and meet deadlines.
