Awareness and Advocacy Campaign to Facilitate Formalization of Women-Led MSMEs
Subject: Request for consultancy to design and produce media content for an awareness raising and advocacy campaign to facilitate formalization of Women-led MSMEs.

BACKGROUND:
Since its establishment in 1997, the Palestinian Businesswomen’s Association (Asala)has provided financial services in the form of micro and small loans totalling USD 35 million through its Asala for Credit and Development Company, and comprehensive and needs-based non-financial services to thousands of marginalized women in the West Bank and Gaza Strip. Asala’s services revolve around three strategic objectives: 1) Advocacy and lobbying for women’s economic and social rights; 2) Capacity building for women entrepreneurs; and 3) Facilitating access to local, regional and global markets for women entrepreneurs. Its continued effort is based on a vision to create better lives for women and their families as well as contribute to social change to achieve women’s economic empowerment, and social rights.
The Generating Revenue Opportunities for Women and Youth in the West Bank (GROW) Project aims to enhance economic empowerment and increase prosperity for low-income women and youth, particularly female youth, in the West Bank. The project responds to the development needs and challenges faced by female entrepreneurs to move beyond their essential but largely unrecognized roles, ultimately contributing to their increased voice and agency in both social and economic spheres, while enhancing the overall productivity and competitiveness of target value chains within the agribusiness subsector.
The project designs and delivers a comprehensive set of interventions that focus on three inter-related intermediate outcomes: i) reduced barriers to entrepreneurship faced by women; ii) enhanced opportunities for women entrepreneurs to successfully establish and/or grow sustainable businesses; and iii) enhanced opportunities for female entrepreneurs, particularly female youth, to support the adoption of renewable energy. To achieve these outcomes, the project will address several key challenges impacting women’s entrepreneurship in the West Bank, including the prevalence of socio-cultural barriers and their associated impacts on women’s household, community, and economic roles and status; and women’s limited access to finance, business development support services, technology, reliable and affordable energy, skills development opportunities, and markets.

ELIGIBLE COMPANIES
Eligible bidding companies must meet the following minimum requirements:
- At least 7 years of experience in developing informative and lobbying content, designing, and executing media, advocacy, and communication campaigns. Experience in executing campaigns related to women's economic and social empowerment is key
- Strong communication and facilitation skills, especially with different targeted audiences and stakeholders especially with decision-makers and duty-bearers
- Demonstrated experience in developing creative designs and communication products that target different audiences. This must be supported by samples of previous work
- Experience working with and access to stakeholders and policymakers involved in this campaign
- A diversified and skilled team of content writers, designers, social media experts, and experts in the subject matter
- Ability to arrange and manage all logistics related to the implementation of the assignment
- Registration certificate, source of deduction and tax invoice
- A copy of the IDs of all team members engaged in the assignment
- At least 5 examples of previous similar projects
- Ability to provide the final deliverables by 21st February 2021.
