Media Campaign on Implementation of Tax Refund Policy 

BACKGROUND

The Palestinian Farmers’ Union (PFU) in partnership with OXFAM, are implementing a project titled “Power of Voices Partnership” (PvP) funded by the Dutch Ministry of Foreign Affairs which aims to increase the accountability of government, responsiveness, fairness, through implementing better mechanisms related to agriculture policies that will achieve farmer aspirations and rights. Through the PVP project, we seek to contribute to achieving sustainability for the Palestinian farmers as well as, increase farmers’ awareness of their rights and their right to follow up and track the government’s failures in practicing agricultural policies that will have positive repercussions of the long run. 

There are three inter-related outcomes that will be targeted: (1) Strengthened Civil Society (CS) collects evidence of rights abuses/support communities, (2) Strengthened CS has capacity to improve (inter)national norms, (3) Strengthened CS mobilized public to influence governments. 

CONTEXT ANALYSIS 

PFU recently developed a study to highlight the gaps between the adoption and implementation of policies relating to the agricultural sector. One of the areas where a large gap was discovered was in the implementation of the tax refund policy for both livestock breeders and plant producers. Therefore, PFU will work to pressure the government to adopt the implementation of the tax refund policy for livestock breeders and tax refund with no deductions for plant producers. 

To push for the implementation of this mechanism, PFU intends to organize a media campaign which will target farmers and relevant decision makers. The media campaign will aim at pressuring the government to implement the tax refund policy and will call on farmers (and all those who are interested) to sign the petition developed by PFU to accelerate its implementation. 

Therefore, PFU is seeking to hire a service provider that will produce:  

• One short ‘call to action’ video (30 seconds long), which will call for farmers to sign the petition to implement the tax refund for livestock breeders and tax refund with no deductions for plant producers. 
• One radio spot that will include a message asking for the implementation of tax refunds for livestock breeders and tax refund with no deductions for plant producers and highlighting the right of farmers to receive tax refunds 
• One pre-recorded TV program (40 minutes long) about the importance of the implementation of tax refund for livestock breeders and tax refund with no deductions for plant producers and its benefit for farmers, highlighting common understandings between PFU, the Ministry of Finance, and the Ministry of Agriculture
• Dissemination of the radio spot (two times a day for one month) and pre-recorded TV programs (4 times in one month)

Please submit the proposal (technical & financial offer) and requested documents by sealed envelopes to the Palestinian Farmers Union Headquarter (al-Bireh, close to the representative office of Netherlands) no later than the end of the day on 02/03/2022
