Media Company for national promotional campaign
The Palestinian Agricultural Relief Committees (PARC) is a leading Palestinian Agricultural Development Organization that was established in 1983. Since its establishment, PARC has been efficiently engaged in Palestinian land development, water resources & environment, poverty reduction and women empowerment, olive oil marketing, as well as other crucial rural development programs.
In accordance with its mandate, PARC will be implementing a project titled "Resilience and Economic Growth in Gaza Strip in the Agricultural Sector 2020-2023" that aims to Improve the livelihoods of youth and farmers in the Gaza Strip through enhancing their chances to access to market. The project is funded by EU through AECID.

PARC is seeking the services of a highly qualified consultancy firm to support the project team by developing and executing three campaigns for national products and the 40th anniversary of PARC from start to finish including all logistics and procurement. The products to be promoted will be related but not limited to three selected value chains: honey, onions, and poultry. The goal is to increase awareness of the various national products available on the market and to increase their sale and consumption by people in the Gaza Strip.
The company is expected to utilize the most relevant and appropriate marketing techniques and tactics that will further the goal of the campaign. Specifically, using social media and digital platforms to promote the campaign and associated products. These include but are not limited to Facebook, Instagram, TikTok, Twitter, and YouTube. All of these duties must be accomplished by a focal point nominated by the firm, he/she can be selected internally or externally.
The ultimate goal is to improve the livelihood of youth and farmers in the Gaza Strip by enhancing their access to market opportunities.
Specifically, PARC seeks to achieve the following objectives;
- A campaign that includes an exhibition displaying PARC products that can accommodate at least 100 people and be easily accessible
- A promotional video of the exhibition
- A radio spots
- Content for the promotional campaign highlighting PARC interventions
- All promotional activities listed in the ToR
Consultancy Minimum Qualifications
Interested companies must have the resources, ability and technical expertise to deliver the required services at the required quality. The proposed company and focal point should have the following minimum requirements:
- Demonstrated ability to plan, and execute marketing and promotional campaigns.
- Experience in digital and face marketing and public relations services is required
- A large, highly dedicated viewership across multiple channels.
- At least three years of experience working in NGOs
- Excellent communication, interpersonal, and networking skills
- Strong English language skills
- Adhere to organizational policies and procedures, respect organizational principles at all times, and maintain organizational confidentiality.
- Tech-savvy with well-honed marketing abilities.
GENERAL INSTRUCTIONS TO TENDER
- The price offer must comply with the standards and requirements set out in the price offer.
- The submitted offer is binding to the Supplier nor the tender offer may be withdrawn after submission and remains binding by a period of three months starting from the date of the offer.
- Price offer documents delivered by hand.
- The tender envelope must be sealed and stamped.
- Tender must stamp all bid papers.
- Company Registration certificate (Commercial Record Extractor /Corporate Monitor).
- Company profile showing the company’s capabilities.
- An organizational (human resources) chart (must include board members and financial managers)
- A copy of national ID of board members and financial manager.
- Delays: PARC will deduct 50 Euro for each day of delay in completion of the work after completion period for not more 20% of the value of the contract.
- In case of any scrap or deletion in the offer without the signature and sealed behind the edited item is entitled to PARC cancelling this offer.
- The cost of advertisement in electronic site on the awarded tender winner.

Interested applicants have to submit for the evaluation the following documents in hard and soft copies:
- Technical offer with all supporting documents (consultancy understanding, working methodology, CV, etc.).
- Financial offer in Euro using the template in ToR.
TENDER SUBMISSION DATE:
Interested qualified consultant(s) are encouraged to submit their applications should be submitted in hand at PARC office at Al Zitoun area, Salah Al Dein St., Gaza on Monday 24th April 2023 before 02:00 PM. Applications submitted beyond this date will be disqualified immediately.
Note/ Pre-bid meeting will be conducted on Tuesday, 18 April 2023 at 12:00 PM At PARC office.
