Catholic Relief Services (CRS) is an international humanitarian agency of the Catholic community in the United States and has been present in the Jerusalem, West Bank, and Gaza (JWBG) since 1961. The CRS Jerusalem, West Bank, and Gaza (JWBG) country program currently supports development/relief programs and activities in the sectors of civil society, humanitarian assistance, youth empowerment, education, and peace and justice. Through generous funding from Global Affairs Canada (GAC), CRS is working with partners to implement Salalem, an innovative, five-year project that focuses on improving the skills and professional networks of young women and youth with disabilities, enabling them to enter and remain in the labor market. At the center of the project, the Salalem Leadership Institute provides young women and youth with disabilities with increased employability skills and the opportunity to apply these skills in real-world settings, while also creating access to professional networks. Through these activities, Salalem aims to improve their sense of agency and economic empowerment. This project further seeks to build support from key influencers in the home, workplace, and community, creating an enabling environment in which young women and youth with disabilities realize increased agency and self-reliance. Through Salalem, these marginalized individuals in Gaza and the West Bank will become better prepared for jobs, with opportunities to contribute to the well-being of their families and communities.

Purpose:


CRS is searching for a qualified and experienced media company or media consultant/s to develop the communication materials to be used in the SBCC strategy across Gaza and the West Bank. This Terms of Reference (TOR) describes the tasks and responsibilities for which the Media Consulting Company or Consultant/s will be responsible.
Responsibilities of the Media Company
Key Activities and Deliverables: The media company will primarily be responsible for developing the SBCC messaging and communication materials that are responsive to the characteristics, needs, and preferences of community target audiences – influencing groups. This includes the following key responsibilities, which will be refined throughout the consultancy, in close coordination with CRS:
• With CRS review the SBCC strategy and decide on appropriate approaches, communication materials, and dissemination strategies.
• Under the direction of CRS, develop and produce communication materials, including but not limited to high-quality photography, videography, infographics, awareness raising materials, social media campaigns, success stories, and others as per defined in the SBCC strategy to achieve the following objectives.
o Document and disseminate of compelling success stories (photos/videos) from project participants and other stakeholders including Leadership Institute participants, their family influencers, and host employers,
o Identify and choose culturally appropriate and effective communication means and materials that can be used for the different influencing groups, and as recommended by CRS in the SBCC strategy,
o Consult with CRS, partners, Alumni Network members while identifying potential case studies to feed in communication including photography, videography, infographic and/or for social media campaigns, and others.
o Ensure all produced communication materials are accessible and its copyright for CRS.
o ALL communication material must receive final approval from CRS, AND that is only under the direction of CRS that materials may be disseminated.

• Based on the identified dissemination strategies and CRS approved materials, work with social media sites, media companies, and print companies to publicly launch the SBCC campaign.
• Track and capture data on the reach of the SBCC campaign.

• Applications will be accepted from companies or individual specialized in media, with previous experience in producing communication materials in human rights or gender equality or in other related fields.
• Submit a technical proposal that includes at minimum:
1) Cover Letter summarizing:
o Relevant previous experience of the media company/consultant with emphasis on previous related work
o Period of availability and suggested duration/timing of engagement
2) CV/ Company profile highlighting relevant experience.
3) Copies of previous communication materials developed by the firm or the consultant for gender empowerment and/or disability inclusion.
4) Two recommendation letters by local or international organizations contracted to produce similar communication materials development purposes.
5) CRS Consultancy Application Form (Annex 2)
• Submit a financial proposal (Annex 1). Prices should be in New Israeli Shekels and must be valid up till 3 Months after the submission date. The financial proposal must identify the rate for each of the following expected deliverables per identified units as detailed in the table below and should respect the scope of work described and maximum timeline mentioned in this TOR.
