Mentor to train and coach a marginalized group, policy suggestion writer and documentarian
The training and coaching days will be implementing in person or via ZOOM. That’s will be decided between the trainer and the participants.
The training will take place during April and May 2021.
Monitoring trainer and position paper drafter.
Monitor and evaluate the performance of the Palestinian government for the year 2021.
Specifications for Mentor to train and coach a marginalized group, policy suggestion writer and documentarian :
Needed Background:
Master in Political Science, Media, Social Studies, Law, or any related field in Human Sciences.
5 years of experience in coaching and conducting trainings.
Knowledge of the monitoring methodologies, and preparing fact sheet, social accountability, and policy suggestion papers.
Deep knowledge of corrupt practices that require analyzing and monitoring development plans for municipalities.
Knowledge of development policies in LGUs Governorate plans in Jerusalem, Ramallah, Hebron, Tulkarem, Qalqilya and Salfit governorates.
Advanced organizational and communications skills.
Experience in preparing and writing technical reports.
Duties for mentor to train and coach marginalized group :
Implementing 22 days in training, monitoring, and coaching.
6 trainings days in which one-day training workshop for 6 governorates.
16 days monitoring and coaching for 25 Community Engagement Mobilisers groups over 2 months
Coach and lead the target group on preparing monitoring report that will include performance evaluations based on local development plan, promises to the people, community participation and partnership in municipal committees, infrastructure and health sector issues, transparency in municipalities and village council.
Provide the target group with ongoing coaching in monitoring processes and how to prepare fact sheet
Prepare pre and post evaluation for the participants.
Prepare agenda and timeframe for the coaching and trainings days.
Prepare final detailed report after the training.
Coaching 25 participants from Community Engagement Mobilisers from 6 municipalities (Jerusalem, Ramallah, Tulkarem, Qalqelia, Hebron, and Salfit).
Duties for the writer and documentarian of Policy suggestion:
Implement 12 public consultation meeting (via zoom).
Coach the targeted group 25-30 participants and support them to meet directly with decision- makers to share and discuss the monitoring report.
Coach and follow up with participants after and during the public consultation meeting to improve the efficiency, transparency, and public involvement in projects or laws and policies.
Meet with the target groups in each governorate to collectively choose the top two issues.
The coach will teach the participants to use the ORID methodology (ICA-UK)
Follow up and Support the participants to create a dialogue process that will open platform to share their experience and best practices in social accountability in order to learn how to employ these methods.
Deliver 2 policy suggestion.
Prepare detailed timesheet after the implementation
Specifications for Monitoring trainer and position paper drafter:
Needed Background:
Masters in Political Science, Media, Social Studies, Law, or any related field in Human Sciences.
5-years of experience in conducting trainings.
Knowledge of the monitoring methodologies, and preparing position papers And monitoring reports.
Suggest questions for the poll on the performance of the Palestinian government.
Collect, classify and analyze reports prepared by implementing partners.
Advanced communication skills
Knowledge of the reality of the justice system in Palestine and the Palestinian Basic Law
Duties for Monitoring trainer and position paper drafter:
45 days will be the total working days for monitoring trainer and position paper drafter.
Monitor and evaluate the performance of the Palestinian government for the year 2021.
Training of 5 participants on the monitoring methodology of the project.
Preparing a training program for the monitoring team that includes 10 sessions.
Suggest questions for public opinion polls about government performance.
Follow-up with the project team in preparing the government performance monitoring report.
General supervision of the report and follow-up of achievement by the participants throughout the reporting period.
Writing 4 political papers on the democratic process. The importance of trapping women and youth in decision-making positions. The impact of the absence of the Legislative Council on the performance of the executive authority.
Defining the terms of reference for civil peace research on the justice and security system in Palestine.
Follow up the civil peace research with researchers.
Follow-up of the opinion poll on the government's performance and the national strategy to combat violence against women with the implementing company.
Notes:
Interested trainers should review the full TOR for this training which will be 22 days and 2 Policy suggestion, in addition to implement twelve zoom public consultation meetings. They should submit two offers in English in two-sealed envelope; First offer is the technical offer and the second is the financial offer by 7th of April 2021 at REFORM office in Ramallah, Palestine (Ramallah, Al-Masyoun, Al-Tirawi Building, 2nd floor), Telephone at 022966646.
Technical offer must include:
Training program in both Arabic and English languages.
Curriculum vitae in English (CV with pictures will not be considered).
Financial offer must be submitted per day in ILS including VAT
Individuals can submit a valid deduction on source certificate or else 10% the total payment will be deducted as income tax.
Winning vendor will cover advertisement fees.
Two trainers at least will be chosen for mentioned above TOR one for Mentor to train and coach a marginalized group, policy suggestion writer and documentarian and the other for Monitoring trainer and position paper drafter.
