Tender Description

OBJECTIVE:

Right To Play - PT is seeking a consultant/firm with knowledge and experience in Monitoring, Evaluation and Learning, to conduct end of project evaluation “Quality Education Initiative” in Gaza in primary UNRWA schools.

1.0 BACKGROUND

Right To Play is a global organization committed to improving the lives of children and youth affected by conflict, disease and poverty. Established in 2000, Right To Play has pioneered a unique play-based approach to learning and development which focuses on quality education, life skills, health, gender equality, child protection and building peaceful communities. With programming in over 20 countries, Right To Play transforms the lives of more than one million children each week using play and sports, both inside and outside of the classroom. In addition to our work with children, Right To Play advocates with parents, local communities, and governments to advance the fundamental rights of all children.

Right to play has been working alongside communities in Palestine since 2003. Current programs include a focus on empowering children through transformative education, namely through child-centred teaching and the rehabilitation and construction of safe and inclusive classrooms. Right to play also engaged in life skills development inside and outside the classroom.

2.0 DETAILED SCOPE OF WORK

The purpose of the evaluation is to assess the results of the one year project - “Quality Education Initiative” in Gaza and funded by LDS charities - focusing on achievement of the specific objectives of the project, its outcomes and impact on the lives of children and teachers who have been directly involved in the project activities at local and district levels.

Working with UNWRA as a strategic partner the project supports teachers and schools to improve the quality of education delivered to children. This includes the following key activities:

Build the capacity of 75 teachers to use play-based learning that support critical thinking, life skills and children’s psychosocial needs, rather than traditional rote teaching practices
Adaptation of play-based resources to support teacher’s use of play for learning and psychosocial support and implementation of summer play and sport activities for 2,000 children that will contribute to the psychosocial wellbeing of children.
Rehabilitation of 50 existing classrooms to create interactive positive learning environments that are child-friendly and support teachers’ use of play-based approaches.

The Monitoring and Evaluation and learning (MEL) consultant will be working closely with Right To Play team (Country Director, Program Manager) to provide support in developing/executing an “End Evaluation” of “Quality Education Initiative” in Gaza project. In order to measure the impact of implementing and applying Play Based Learning methodology to improve quality of education for 2400 children in Gaza Strip by creating positive learning environments that promote child-friendly, safe, gender-sensitive, play-based learning approaches. Project delivery will achieve three specific changes over 12 months.

Project outcomes to be measured:

Strengthened learning environments to support children’s quality education. This includes 80% of teachers practicing play-based learning methodologies in schools and 1,920 children with increased access to interactive classrooms with positive and safe learning environments.
Improved performance in key academic subjects including mathematics and languages (Arabic and English). This includes 60% increase in the number of children in grades (1-4) passing tests in these subjects versus comparison groups.
Improved psychosocial wellbeing for children through utilization of play based learning in classroom as well as implementation of summer activities. 70% of children reporting positive association with schools and 70% of children reporting their teachers as a source of support.

The MEL consultant will provide technical leadership to capture program intervention activities and results, ensure high-quality, timely, valid and verifiable data collection and analysis, and develop a report to inform funders and other stakeholders of the results and lessons learned.

The Consultant will facilitate, monitor and produce the End Evaluation report, while ensuring the involvement of the beneficiaries, especially the UNRWA staff and the children. He/She will plan the process, formulate and assign the numerators for the “data collection”. He/She will provide guidance and orientation for the prospective data collectors, in how to reach the required data. He/She will supervise and lead the creation of verified MEL tool, which will secure accurate and validate measures/information. He/She will draft the “end evaluation report” to be presented by Right To Play.

3.0 EXPECTED DELIVERABLES

Consultant/Firm are expected to deliver the following:

Submission of technical and financial Proposal
Development Inception report and tools
Data collection, analysis and interpretation
Report Writing

He / she should collaborate with RTP team members and UNRWA officials in work planning and implementation
