Expert for Developing Impact Investment Fund AID 012590/06/1
Participate in a preliminary meeting with the project staff to discuss the position's objectives and implementation modalities.
Review project-related information, potential beneficiaries of the tools (needs analysis, etc.), profiles of partner microfinance institutions (ACAD and Reef's past experience, portfolio, performance, etc.), and relevant national and international regulatory frameworks.
Support and coordinate the development of a long-term strategy for the fund outlining operating and exiting models for country programs and sharing valuable insights across Oxfam.
To identify a number of high-impact and high-potential agri-business projects for the Oxfam’s Economic Justice impact investment initiatives. The consultant is expected to review all the received projects ideas and help in identifying the most potential and relevant projects. It is expected that 9 projects will be selected. To support Oxfam and its partner ACAD in identifying needs and developing technical assistance plans for the selected investees based on the identified needs.
To Inform the ideation development process, and guide the improvement of the Economic Justice Programme Interventions to be used as an opportunity and duty to demonstrate to donors and the humanitarian community that longer-term solutions are possible and proven effective.
Collaborate closely with the Oxfam team to expand the Enterprise Programme. This involves enhancing the capacity of Oxfam teams, as well as developing and testing impact frameworks and measurement tools.
Support learning on SME development and finance approaches across the Oxfam team and the development of common approaches and ways of working.
Support in the management of the investment fund portfolio (support, impact evaluation, adjustment strategies, etc.)
Periodic reporting for each enterprise
Submission Process:
Interested consultants should submit: a letter of interest, technical proposal, and financial separate offers no later than Dec 10th , 2023 to the attention of OPT - Ramallah Procurement The proposal should include the following:
Objectives -understanding of the scope of the research.
CV of the consultant including a list of similar works.
Technical offer including a preliminary causal approach, design, and methodology.
Detailed budget on a separate sheet.
All docs are requested in the English language. The financial offer should be in Euro Currency excluding VAT. The tendered should be able to issue an official invoice Including VAT and valid deduction at source certificate. The financial offer prices should be valid for 120 days.
