GENERAL BACKGROUND

The Social and Economic Policies Monitor (Al Marsad) is a research institution specialized in studies, analysis and critique of social and economic policies in Palestine and the Arab region at the macro and procedural level.

Al Marsad is implementing a project titled: “Leave No Child Behind” which aims at integrating children’s right to education in policy making and public budgeting, in partnership with Save the Children.

THE CONSULTANCY
The Social and Economic Policies Monitor (Al- Marsad) is looking for a professional company for designing and printing services upon demand of mentioned Media campaign, with below details:

Time and Duration:

This campaign will start in August 2020 till the end of December 2020

Methodology
 
Methodology of work must be clear, comprehensive and detailed.
 
QUALIFICATIONS:
  • The technical staff should acquire advanced University Degree in Business and marketing Social Studies, Media, Public Relation or other discipline related to the mission.
  • At least 5 years’ experience of the technical staff in the required fields.
  • Ability to prepare and implement media design plans.
  • Company license and tax deduction at source certificate are needed. 
  • Previous experience of the company in working or implementing projects with people with disabilities is an advantage.
QUOTATIONS SUBMISSIONS

Applicants must submit a technical proposal and financial offers as follow:

  1. Technical proposal: the technical proposals should clearly include the followings:
  • A technical offer explaining media offer methodology, tools, and action plan.
  • Curriculum vitae of the technical staff clarifying education and related experience.
  • Company profile and previous experience.
  • Samples of media materials.
Financial Proposal
  • Any award under this TOR will use a fixed price purchase order. This means that an Applicant must be prepared to complete the deliverables specified in the Statement of Work for their proposed fixed price regardless of the actual level of effort and other costs incurred.
  • The Cost Proposal must be in United States dollars (USD) and clearly show the VAT for firms, income tax for individuals.
  • Applicants must submit a financial proposal in total lump sum including a breakdown of this lump sum amount (including per diems, and number of anticipated working days).
  • Payment will be paid quarterly after completion of missions, and submitting their reports.
  • A bank transfer or check will be paid within maximum a month from the completion date.
Deadline:
  • Quotations in response to this TOR must be received no later than 18-08-2020 in accordance to the requirements of the TOR. Please send your proposals in two separated sealed envelopes (one

QUOTATIONS EVALUATION

The evaluation of quotations will be based on requirements including: qualifications and technical expertise, and financial proposal. The award will not be based solely upon the lowest prices submitted; Evaluation Criteria will be as follows:

Evaluation of technical proposals

The quality of each technical proposal will be evaluated in accordance with the award criteria and the associated weighting as follows:

  • Applicant’s relevant education, relevant experience and qualifications for the assignment (staff and company) (60%)
  • Completeness and clarity of methodology and approaches (40%)
Evaluation of financial proposals

Upon completion of the technical evaluation, the envelopes containing the financial proposals for tenders which were not eliminated during the technical evaluation will be opened (i.e., those which have achieved an average score of 70 points or more).

Choice of selected tenderer
 
The best value for money is established by weighing technical quality against price on 80/20 basis.
Best and final offer
 
Prior to the completion of the evaluation process and the selection of the winning firm, bidders may be asked to submit a best and final offer as the final quoted price for the accomplishment of the work.
