Youth Protection Needs Assessment

West Bank and Gaza Strip

March 2025

 

1. Introduction

The young people in Gaza Strip and the West Bank continue to face immense protection and safety challenges due to the ongoing humanitarian crisis caused by the war on Gaza and the extensive military offensive in the West Bank. Prolonged exposure to conflict and violence significantly heightens the risk of mental health and psychosocial issues among multi vulnerable groups, particularly young people. According to global estimates, individuals in conflict-affected areas are nearly twice as likely to experience mental health disorders compared to the general population. In Gaza and the West Bank, factors such as forcible displacement, loss of family members, loss of livelihoods, limited access to food, water, education and healthcare, and exposure to daily stressors have created an environment of heightened vulnerability for young people.

ActionAid Palestine along with national partners in West Bank and Gaza are implementing the SPA2 – strategic partnership agreement Program, with funding from Danida through ActionAid Denmark. The overall objective of the program is that “Just, feminist, resilient and green societies through young people’s action”. As a part of SPAII programme, a global humanitarian programme has been designed under the title “Youth in Crisis”. The programme overall objective is “Young people especially young women living in crisis are holding humanitarian and resilience actors accountable to the global commitments at local, national, and global levels to achieve an inclusive and diverse systems.

In this context, ActionAid is calling for hiring qualified consulting firms /individual consultant with relevant expertise in the protection and humanitarian field seeking to conduct comprehensive protection needs assessment to identify and the specific psychosocial status of the young people in these regions, their needs to the protection services and identify the gaps of the psychosocial services provided by the relevant stakeholders and service providers in Gaza strip and the West bank. The assessment aims to measure the access of young people to psychosocial support and other protection services, exposure to violence, coping mechanisms, and the availability of protective systems and resources. By gaining a deeper understanding of the needs and vulnerabilities of youth in Gaza Strip and the West Bank, and to inform targeted, context-specific interventions that promote resilience, safeguard their rights, and enhance their overall well-being.

 2. Purpose & Objective of the assignment

The main objective of this assignment is to conduct young people led- needs assessment of the psychosocial status of the young people, protection services provided for youth and young multi vulnerable people from West Bank and Gaza, identify the gaps of the protection services provided to the young people in Gaza and West Bank and provide key recommendations to the relevant NGOs and INGOs. The consulting firm /consultant is responsible for leading Humanitarian Youth Group Palestine (HYGP) and conducting youth led protection needs assessment with youth-focused organizations, identifying gaps in the protection services provided by humanitarian organizations in Gaza Strip and West Bank in coordination with key stakeholders included AAP’s local partners. 

3. Scope of work and deliverables:

a. Conduct a desk review of the Global Program Theory of Change, Global Humanitarian Program, ‘Youth in Crisis’ in crisis plan for 2025, and AAP four-year plan for ‘Youth in Crisis’.
b. Review and analyze existing relevant reports and data and identify the gaps in the protection services provided by humanitarian organizations for young people to the vulnerable affected young people..
c. Develop a robust methodology combining qualitative and quantitative approaches to assessing the psychological and protection needs of youth.
d. Design and utilize data collection tools, such as surveys, focus group discussion guides, key informant interview templates, and particularly exercises tailored to young people, including vulnerable affected young people (e.g., young women, displaced youth, and multi-vulnerable young people).
e. Analyze the collected data to identify gaps in psychosocial support (e.g., access to mental health services, trauma counseling, and access essential protection information,etc) and protection services provided by UN agencies (e.g., safety from violence, exploitation, or abuse) for young people.
f. Highlight disparities in service provision, particularly for multi vulnerable young people, and assess how humanitarian architecture addresses or fails to meet these needs.
g. Submit a comprehensive report covering the assessment process, including methodology, findings, workshop outcomes, and recommendations for addressing identified gaps.

4.  Duration and working schedule:

The assignment shall be conducted between 13th April- 13th of June,2025. The specific level of effort for the firm / consultant will be based on the agreed workplan that will be finalized with the contract.

5. Reporting Requirements:

The consultant/firm is required to provide all document proving the conduction of all deliverables stipulated in section 3, in addition to submitting an overall assignment report that should be written in English, in an easily understandable language, conclusions should be clear, logical, defensible and reflect clearly from consultations with stakeholders.

6. Qualifications of consultant/firm

● Education: University Degree (Bachelor or equivalent) or Graduate Degree (MA or equivalent) in Gender Studies, Political Science, Public Administration, Business Administration, or related fields.
● Minimum seven years of relevant experience in increasingly responsible positions, including management of large/complex projects, youth programming and capacity building positions.
● Proven experience in conducting similar assignments, providing a sample of previous work is essential.
● Knowledge of government processes and procedures in relation humanitarian actor organizations bylaws.
● Excellent research and analytical skills.
● In depth knowledge and experience in using participatory approaches and methods.
●Proven ability to organize and facilitate events with big number of people.

7. Application process

Consultants/firms that meet the requirements should submit expression of interest, which should include the following:

● Cover letter including the consultant’s/firm’s suitability for the assignment and current contact information, include 1-2 samples of previous similar work.
● Technical offer: detailed response to TORs, with specific focus addressing the purpose and objectives of the assignment, methodology to be used and key selection criteria (max. 5 pages)
● Financial offer: detailed budget breakdown based on expected daily rates and initial work plan.

8. Prerequisites for accepting financial offers  

● Prices are inclusive of value added tax for establishments officially registered with the Ministry of Finance; while for individuals and non-profit institutions, the offered prices will be subject to a 5% deduction for income tax.
● Applicants must submit a valid deduction from source certificate along with the offer.
● Prices are to be submitted in USD and are valid for 30 days starting from the applications’ closing date.
● The quotation must be detailed and based on the work mechanism proposed by the consultant/firm.
● The quotation Opening Committee is not bound by the lowest prices.
