Youth Needs Assessment
 
Background
 
SOS Children’s Villages is an international organization operating in Palestine since 1966. We offer services to Young people in both Gaza & West Bank through our programs that aim at youth empowerment. One of our recent projects is titled as “YouthCan!”. This project is funded by SOS International to benefit 150 youth of SOS-Palestine beneficiaries, evenly distributed between West Bank & Gaza to have 75 participants in each location.  The main objective of this project is to empower those beneficiaries to become able to access the labor market through breaching the gap between their capabilities, and skills demanded by Palestinian market. This project started in 2019 and will continue as a mainly empowerment project in Palestine.
         SOS is currently seeking a training company / organization / company or independent trainer to provide 4 workshops for 60 beneficiaries in SOS children's villages programs in “Youth Needs Assessment‘  in both Bethlehem and Rafah.
 
Training Firms, organizations and Freelance Trainers are welcome to submit their technical and financial proposals after careful reading of the terms of reference.  The technical proposal and training contents should:
  1. Efficiently fit with training hours (16 training hours spread over 4 workshop sessions).
  2. Fit with trainees ages and capabilities.
 
Target Group & Training Objectives
 
One of the components of the activities of this project is to identify the needs of young people for skills compatible with the Palestinian labor market to enable them to engage in the future in the labor market in a smooth and comfortable manner. The target group consists of 60 beneficiaries (males and females) between the ages of 14-22 year:
  • 2 focus groups in WB ( 14-18) – ( 19-23)\ Face to Face workshops
  • 2 focus groups in Gaza ( 14-18) – ( 19-23)\ Online
 
 
 
 
Training Timeline
 
The desired timeline to implement the mentioned training course is by the end of October 2022,  groups should be exposed to 16 training hours  that are distributed on 4 sessions ( 2 face to face sessions in Bethlehem  , 2 online sessions for Gaza participants ).
 
 
Important Notes:
 
Note.1: The training Sessions to be delivered twice for the group. Each session will be for 4 hours/session, or otherwise agreed between SOS and potential vendor.
 
Note.2: Mainly, sessions times should be flexible. Basically, the training sessions will take place around 10:00 pm. However, the awarded service provider should be flexible to this fact.
 
Note.3: The training will be conducted in existing SOS facilities in SOS village in Bethlehem.
 
 
Deliverables & Outcomes
 
The sessions  provider to be awarded should be able to:
 
  1. To conduct 4 workshops( Focus groups) in both locations( 2 in Bethlehem , 2 in Gaza).
  2. Deliver the sessions effectively and efficiently within the required timeline and based on what is agreed with SOS.
  3. Develop necessary tools for the workshops .
  4. Submit a final report in Arabic and English
 
Eligibility Criteria:
The bidder must meet the following criteria:
 
  1. Must be a training firm/ organization/ Company/Institute or Licensed Freelance Trainer.
  2. Proven competency (record of previous experiences) in the announced field(s).
  3. A very good understanding of child rights and issues affecting vulnerable children and their families.
  4. Holding an internationally or nationally recognized qualifications in this field would be a strong asset.
  5. For firms/ organizations/ companies/ institute must have an official record in at least one of the ministries in charge (MOF, MOHE, MOI, MONE).
  6. Must commit to the timeline and quality of deliverables.
  7. Technical Proposal Weight: 75%, Financial Offer Weight: 25%.
 
 
 
 
Application Process
 
Interested bidders are welcome to provide SOS Children Villages with the following Documents: (In one sealed envelope, that includes Technical & Financial Offers)
 
  1. Technical Offer: Must include the following:
    • Training methodology.
    • Organization/Firm’s Training experience and history.
    • Should be stamped and Signed from the organization/company person in charge, with listing of contact details.
    • Should not exceed 5 pages excluding annexes (Annexes includes CVs, Certifications, and organization’s documents)
 
  1. Trainers’ Resumes (Annex)
    • CV should be directly related to this training outcome. (Each CV should be limited to 2 pages)
    • Any copy of related Certification obtained by the trainer.
 
  1. Organization Documents (Annex)
 
The following documents should be enclosed
  • Certificate of Registration.
  • Valid Deduction of Source Certificate, or written commitment that bidder is eligible to issue this certificate upon need.
  • Confirmation that the applicant is eligible to have a Zero-VAT Document from MOF.
 
  1. Financial Offer
    • Should be filled in the attached template
    • Should be in ILS Excluding VAT.
    • Should be signed and stamped.
    • Should have clear breakdowns for cost items.
