- BACKGROUND INFORMATION
ActionAid is an international organization, working with over 25 million people in more than 40 countries for a world free from poverty and injustice. ActionAid Palestine is a part of the ActionAid International Federation and ActionAid Australia. ActionAid is a global justice Federation working to achieve social justice, gender equality and poverty eradication. ActionAid prioritizes the leadership of women and young people, especially those living in poverty and exclusion to lead their lives in dignity.
ActionAid Palestine has received a grant from ENI CBC MED Programme for the project entitled: “Developing the INTERNISA network of synergies to increase the number of digitally skilled women employed in the ENI CBC MED territories via matching demand and supply in the labour market”. And thus accordingly, ActionAid intends to apply part of this grant for the selection and employment of a highly qualified consultant or a consultancy agency.
- PURPOSE & RATIOANALE
ActionAid is now considering the selection of a professional and qualified expert consultant to be responsible for the overall campaigning tackling the participation of businesspeople and public sector employees in INERNISA network. Since the success of INTERNISA network and the utilization of its functions (portal, mobile app, and offline spots) depends on the participation of businesspeople posting job ads and public sector employees receiving know-how on how to apply good policies for women’s empowerment and digitalization, the desired consultant will be expected to be engaged to deliver social media campaign and organize workshops to approach these two stakeholder types and invite them to subscribe to and utilize INTERNISA services.
The consultant is required to meet the following aspects:
- Develop guidelines for organizing the campaigns and two-day workshops, including information on how to utilize social media networks
- Identify which organizations should be primarily approached and invited
- Design the requirements for the agenda of the workshops.
- Develop basic benchmarking requirements that will ensure the effective organization of these campaigns and the participation of impactful stakeholders.
- Lead the campaigning actions through the design of content materials for both the social media and workshops
- REPORTING REQUIREMENTS
The consultant is expected to deliver a mid-term and a final report that correspond to the specific tasks undertaken as part of the consultancy process. The consultant is required to design a reporting template that captures the activities conducted and progress performed.
- METHODOLOGY/Duties
The consultant will be responsible for implementing the requested tasks to ensure that the required deliverables are produced and submitted to ActionAid Palestine.
The consultant is expected to prepare and plan the complete process of delivering the campaign after having a kick-off meeting with ActionAid team to discuss and agree on key aspects related to the objective, scope, timetable, deliverables, responsibilities. Regular meetings will be conducted to follow up on the progress and to address any challenges or obstacles that the consultant might face. And thus, feedback with the team members for approvals will be conducted

Production of 1 motion graphic video
The motion graphic video will deliver information for businesspeople posting job ads and public sector employees receiving know-how on how to apply good policies for women’s empowerment and digitalization. In addition to statistics regarding women’s participation and employment.
The video specifications:
- The Video Language is Arabic with Arabic captions
- The duration of the video is 3 to 5 minutes
- Provide English subtitles
- Video quality: 4K
- Provide suitable version for social media networks

Production of 1 cinematic video
The cinematic video will raise awareness about related issues through acting scenes and sketches.
The production company shall:
- Coordinate with the needed cast and actors.
- Responsible of sound and lighting system
- Provide needed technical staff (film maker and cameraman).
- Provide all needed equipment.
- Develop and edit the scenario.
- Production and editing of the video.
The video specifications:
- The Video Language is Arabic with Arabic captions
- The duration of the video is 3 to 5 minutes
- Provide English subtitles
- Video quality: 4K
- Provide suitable version for social media networks

Production of 2 short video
The short video will deliver actual success stories from women who took part of INTERNISA project and were able to adopt digital skills.
The video specifications:
- The Video Language is Arabic with Arabic captions
- The duration of the each video (success story) is 2 minutes
- Provide English subtitles
- Video quality: 4K
- Provide suitable version for social media networks
2 weeks

Organization of 3 radio talk-shows
The talk-shows of 3 episodes will address the importance of building the capacity of women in digital and soft skills.
The radio talk show will engage women who participated in INTERNISA trainings. In addition, the talk-show will announce the online and offline applications implemented under WP5.
The talk-show specifications:
- live broadcast of the 3 episodes.
- The talk show language is Arabic
- Duration of each episode is 60 minutes.
- The episodes shall be live broadcasted on one local radio stations.
- Host radio station should broadcast across the WB with high number of audiences.
- The proposed radio station should have online streaming via the radio station social media network.
4 weeks

Editing 3 short key messages videos
Coordinate with champions and influencers to film 3 short videos for the INTERNISA online and offline applications.
Video specifications:
- Provide English subtitles and Arabic Captions
- The duration of each video is (30 – 50 seconds).
- Provide suitable version for social media

Workshop
Organize and coordinate 2 workshops to state and announce the results of the social media campaigning. In addition, a press release will be shared with local and social medias regarding INTERNISA online and offline applications.
Workshop specifications:
- 2 days workshop
- Live broadcasted
- Half day workshop (4 hours each)
- In total of approximately 50 to 70 participants.
- regional and national public authorities, CSOs, and research organizations, vulnerable women with, local businesses, associations work with women’s right, associations and unions for the 4 sectors (agri-food, textiles, financial, tourism), labor unions, cooperatives and chamber of commerce should be invited and participated.

- SCHEDULE
The assignment shall be conducted between January 2023 to March 2023 Specific level of effort for the consultant will be based on the agreed workplan that will be finalized with the contract.
- QUALIFICATIONS OF CONSULTANT
- At least a bachelor’s degree in communication, public relations, marketing or any relevant fields. A master’s degree is a plus.
- A well-rounded sufficient team of experts to include client servicing, graphic and multimedia designers, community managers, copywriters, social care agents, and advertising. **(Profiles and/or CVs of the team as well as references/links to two most recent projects should be provided with the technical proposal)
- Professional experienced in designing similar consultancies, social media management and planning and various campaign building.
- Proven experience organizing and managing large scale public event.
- At least five years practical experience in supervising, leading and managing campaigns and workshops.
- Excellent communication and facilitation skills.
- Wide relationships with private sector.
- Knowledge and previous experience with ENI CBC MED Programmes to ensure proper understanding of target audience needs and public sector dynamics.
- APPLICATION PROCESS
Consultants that meet the requirements should submit expression of interest, which should include the following:
- Cover letter including the consultant’s suitability for the assignment and current contact information
- Curriculum Vitae with relevant consultancy experience as stated in the QUALIFICATION section.
- At least 2 recommendation letters from former clients that testify the applicant/s experience and performance in conducting mentorship activities.
- Include 1-2 samples of previous mentorship work
- Technical offer: respond to the call for consultancy TOR, showing the consultant/s understanding of the assignment and how this can be taken forward.
- Financial offer: detailed budget breakdown based on expected daily rates in USD and initial work plan.
Prerequisites for accepting Consultants Financial offer:
- Prices must be VAT exempted. Otherwise 5% income tax deduction from the total cost for local individuals who are not registered at official quarters.
- Prices must be in US Dollars valid for 30 days from the closing date of proposal submission.
- Official registered applicants must submit a valid deduction from source certificate along with the offer.
- Prices must include all expenses related to this consultancy e.g. travel, stationary, per diems…etc
