 PURPOSE OF THIS RFQ:

The assignment will be conducted in two phases:

Phase 1: Baseline Capacity Assessment: Baseline capacity assessment will be conducted in March 2023 to assess the pre-intervention status of targeted UNICEF partners in terms of their institutional capacity related to Accountability to Affected People (AAP) culture and practices.

The assessment will be implemented by the sucessful consultancy firm, according to the proposed capacity assessment methodology and tools.

Phase 2: Capacity Building Plan: The selected consultancy firm will propose capacity assessment plan for the six implementing partners based on the baseline capacity assessment results, in coordination with Oxfam and the implementing partners. The plan will be developed as a matrix which represent the capacity development activities required to cover the gaps in the targeted institutions AAP systems and practices.

Phase II will be conducted in April 2023 and will provide tool to follow up the progress in the capacity building program (Tracking Sheet).

Oxfam will conduct endline assessment by the end of the capacity development program as a separate assignment (End-line is not included in this assignment).

Oxfam is requesting competitive proposals from qualified firms or individual consultants interested in conducting partners capacity assessment and developing capacity building plans for six implementing partners in Gaza, West Bank, and East Jerusalem.
