REQUEST FOR CONSULTANCY
PARTNERSHIP MAPPING AND CAPACITY ASSESSMENT 
 
BACKGROUND
 
ActionAid Palestine has commenced a six-month inception period for SPA2 – strategic partnership agreement in Jan 2022, with funding from Danida through AADK. The overall objective of the program is that “Just, feminist, resilient and green societies through young people’s action”. 
 
ActionAid Palestine is calling for hiring qualified consulting firm/ individual consultants with relevant expertise in designing and leading partnership mapping, capacity assessment and capacity building programs, in the HUM-DEV-Peace Nexus programming, to bid for undertaking this assignment between the period of May-July 2022.   
 
PURPOSE & OBJECTIVE OF THE ASSIGNMENT 
 
The main objective of this assignment is to undertake a partnership mapping and capacity assessment of key stakeholders aligning with the SPA2 program framework. The consultant/firm are required to provide an overview of key organizations, entities, movements, alliances be it formal or informal at three main levels, grassroot, sub-national and international. The consultant/firm will also be required to follow the basic criteria relating to partnership and stakeholder engagement strategy.
 
The assignment aims at creating a better understanding of key stakeholders who could be also potential partners from the West Bank, including Jerusalem and in the Gaza Strip with specific identification of the relevance and effectiveness of partnerships in the context of the SPA2 objectives. This will also include looking at partnership management modalities that reduces administrative and operational costs for ActionAid Palestine while concurrently proceeding with the localization agenda, and shifting power to young people, particularly young women and their organizations. The assignment will look at partnership strategies against theoretical frameworks and concepts on good practice on partnerships management. The mapping will assess internal partnerships (current and potential) in terms of maximizing opportunities for synergy and efficiency, and it will assess external partnerships.
 
DURATION OF THE ASSIGNMENT
 
The assignment shall be conducted between 23rd of May to 15th of July 2022. Specific level of effort for the consultant will be based on the agreed workplan that will be finalized with the contract. Consultant to undertake total of 30 working days.
 
QUALIFICATIONS OF CONSULTANT/FIRM 
  
Education: University Degree (Bachelor or equivalent) or Graduate Degree (MA or equivalent) in Gender Studies, Political Science, Public Administration, Business Administration, or related fields.
Minimum seven years of relevant experience in increasingly responsible positions, including management of large/complex projects, youth programming and capacity building positions. 
Proven experience in conducting similar assignments, providing a sample of previous work is essential. 
Solid young people, networks and alliances’ capacity development 
Excellent research and analytical skills
In depth knowledge and experience in using participatory approaches and methods.
Proven ability to organize and facilitate events with big number of people.
 
APPLICATION PROCESS
 
Consultants/firms that meet the requirements should submit expression of interest, which should include the following: 
Cover letter including the consultant’s/firm’s suitability for the assignment and current contact information, include 1-2 samples of previous similar work.
Technical offer: detailed response to TORs, with specific focus addressing the purpose and objectives of the assignment, methodology to be used and key selection criteria (max. 5 pages)
Financial offer: detailed budget breakdown based on expected daily rates and initial work plan.
 
PREREQUISITES FOR ACCEPTING FINANCIAL OFFERS 
 
Prices are inclusive of value added tax for establishments officially registered with the Ministry of Finance; while for individuals and non-profit institutions, the offered prices will be subject to a 5% deduction for income tax.
Official registered applicants must submit a deduction from source certificate along with the offer.
Prices are to be submitted in USD and are valid for 30 days starting from the applications’ closing date.
The quotation must be detailed and based on the work mechanism proposed by the consultant.
The quotation Opening Committee is not bound by the lowest prices.
 
All offers must be submitted no later than Monday, April 23rd, 2022, to ActionAid Palestine office in As Salam St. Hebron.
