PENGON Capacity Assessment

ASSIGNMENT

Goal: The aim of this assignment is to assess the PENGON organizational structure, management system, and capacity, to be able to fulfil its mandate and expected role in ECJP. Based on the results of this assessment, a partnership agreement will be prepared between PAIC and PENGON that defines the tasks that PENGON will carry out.

The objectives of assignment are:

• Conduct organization capacity (admin, financial, and management) assessments (OCA) for the PENGON. 
• Assessing the effectiveness, functionality, and needs for improvement of the existing Shadow Tracking System and database for environmental violations.
• Assessing PENGON’s accountability channels, such as Environmental Coordination Committee which was formed in 2017 by PENGON and led by the Environmental Quality Authority (EQA).
