Background of the assignment
The Ministry of Labour and Enabel will be coordinating the implementation of this assignment.
Increasing employability among youth is one of the focus areas of Enabel – the Belgian development agency and the Palestinian Government. Both consider skills development as a pillar to build the resilience of youth by increasing job opportunities for young people and strengthening the Palestinian economy. The Ministry of Labour and the economy underpin the importance of a demand-driven approach in skills delivery, starting from the actual needs of the labour market. In the project Skilled Young Palestine (SYP), the skills focus is on Technical Vocational Education and Training (TVET) at one hand, and 21st century skills at the other hand.
This assignment is an integral part of the implementation of the SYP-project and aims at further developing 21st century skills in Palestine.
How to submit tenders?
Without prejudice to any variants, the tenderer may only submit one tender only per procurement contract.
The tenderer submits his tender as follows:
It is submitted in a properly sealed envelope or by email bearing the following information: Tender “Program for set-up of the Innovation Hubs in Palestine PZA1804411-10005” - Skills Young Palestine Project PZA1804411.
The following options are valid:
a) By mail (standard mail or registered mail). In this case, the sealed envelope is put in a second closed envelope addressed to:

The service can be reached on working days during office hours: from 9 am to 4 pm (see the address given under point a) above).
c) Given the current circumstances, the restrictions of movement due to COVID-19, the tenders can be sent by e-mail only on the 11th of January 2021, before 3pm. Please respect the provided timeframe, documents sent after 3pm on the 11th of January 2021 will not be considered. The documents shall be sent to the following e-mail addresses: [email protected]
Closing of deadline for submission of tenders is on the 11th of January 2021 at 15.00 pm (UTC +2, local time),
Any tender must arrive before the final submission date and time. Tenders that arrive late will not be accepted.
