Programme End-term Evaluation of the
Environmental and Climate Justice Programme (ECJP)
Objective of the Assignment
Purpose
The Project has been implemented for 48 months (January 2021 until December 2024). This end of project evaluation focuses on the entire implementation period. The evaluation is expected to provide analysis / information to We Effect and its implementing and collaborating partner organisations on results achieved during program implementation. More specifically the evaluation should inform the programme partners on the following:
(1) Assess the overall direction of the programme and its progress towards the program goals including measures taken based on the midterm evaluation.
(2) Functioning of programme management / governance and how the programme is rigged to optimize collaboration and support ownership within the coalition and as well as on the grass root level.
(3) It will collate and analyse lessons learnt, challenges faced, and best practices obtained during implementation.
(4) Provide an overall assessment of what this and similar programs contribute to on macro level to empowering communities and building environmental resilience. Emphasis on learning lessons speaks to the issue of understanding what has and what has not worked as a guide for future planning.
(5) The evaluation will assess the project design, scope, implementation status and the capacity to achieve the project objectives.
(6) The evaluation will assess the direct results sustained of the programme, in terms of job and livelihood opportunities as well as the impact of increased community resilience.
(7) Assess the approach and results related to private sector collaboration, including infrastructure installations and impact and uptake of innovative, green technology (considering the extensive analysis work put in).
(8) The potential to upscale the Programme activities over a longer period of time going beyond the programme period.
(9) We Effect’s added value in supporting partners’ organizational development to work rights based and with a gender lens.
