REQUEST FOR CONSULTANCY 

End of Project Evaluation 

BACKGROUND

ActionAid Palestine is implementing a 3-year, women’s empowerment project entitled Valiance – Basala, in Hebron H2 area. This project is part of the Australian NGOs Cooperation Program and is funded by the Department of Foreign Affairs and Trade through ActionAid Australia. The project aims to empower women by providing them opportunities to improve their socio-economic status and take actions that will lead to positive change within their households and communities. 

ActionAid is seeking to contract an expert/consultant/firm in the field of Monitoring Evaluation Accountability and Learning to conduct an End of Project Evaluation for the aforementioned project. 

Purpose of the Evaluation and Objectives

The aim of this evaluation is to assess the project achievements, strengths, weaknesses, and implementation constraints, with a view to identifying any lessons that can be incorporated in the project in future and in any future ActionAid Australia support of the project. The objective of the evaluation is to assess "the extent to which the project enhanced women's voice and status at household and community level as a result of their increased control over income earned and undertaking collective actions addressing priority issues."

DURATION OF THE ASSIGNMENT 

The evaluation shall be conducted between 15th June -30th July 2024. The specific level of effort for the consultant/s will be based on the agreed workplan that will be finalized with the contract. 

QUALIFICATIONS OF CONSULTANT 

Demonstrated experience in development programs evaluations, including selecting methodology appropriate for the project’s-specific factors, sampling, applying a mixed methods approach, developing/revising participatory data collection tools, developing data quality protocols and training enumerators. 
Demonstrated 7 years’ experience in quantitative and qualitative data analysis, including complexity aware, nonlinear empowerment programs. 
Knowledge and experience with Community based structures/groups and their role in community development and protection.  
Knowledge and experience developing and/or using participatory research tools. 
Research experience with knowledge mobilization in collaboration with community.
Strong understanding of the social, political, and economic situation in Palestine, and the context of south Hebron, particularly in H2 area in terms of Israeli policies and in particular those in relation to women’s rights violations.
Fluency in English and Arabic is mandatory. 

APPLICATION PROCESS

Consultants/firms that meet the requirements should submit expression of interest, which should include the following: 

Cover letter including the consultant’s/firm’s suitability for the assignment and current contact information.
Include 1-2 samples of previous similar work. 
Technical offer: detailed response to TOR, with specific focus addressing the purpose and objectives of the assignment, methodology to be used and key selection criteria (max. 5 pages)
Financial offer: detailed budget breakdown based on expected daily rates and initial work plan.

Prerequisites for accepting financial offers:

Prices must be VAT exempted (Invoice with Zero VAT). For local individuals who are not registered at official quarters, 5% will be deducted income tax deduction from the total cost.
Applicants must submit a reduction from source certificate along with the offer.
Prices are to be submitted in NIS and are valid for 30 days starting from the applications’ closing date.
The quotation must be detailed and based on the work mechanism proposed by the consultant.
