Project Evaluation Terms of Reference
Medical Aid for Palestinians (MAP) is a UK registered charity that has been reaching out to the Palestinian communities, striving to deliver health and medical care to those worst affected by conflict, occupation, and displacement. MAP provides immediate medical aid to those in need at times of crisis, while also developing local capacity and skills to ensure the long-term development of the Palestinian healthcare system.
The FFMP and MAP would like to have an independent evaluation of what has been achieved so far in developing FM/FHC in the West Bank and their contribution towards this end. Whilst certain aspects of the FFMP/MAP initiative have already been the subject of an evaluation, a systematic assessment of the extent to which FHC has been established in the West Bank has not yet been undertaken.
It is important that the study considers the expected and unexpected implications and outcomes of work in progress towards establishing FHC. Taking stock of achievements so far and the pathway taken will help FFMP and MAP orient their future strategy and activities. Equally, the lessons drawn from this evaluation should identify which themes merit deeper analysis for follow-up research.
The main purposes of this external evaluation are:
- To provide the key stakeholders with insights into the nature and extent of FHC implementation in the West Bank, Palestine.
- To identify factors and initiatives which have promoted successful development and implementation of FHC in the West Bank, Palestine and those which have been less successful and/or impeded progress.
- To inform decisions aimed at improving FFMP/MAP’s strategy and coordination with key stakeholders.
MAP seeks to select an experienced evaluator to conduct an external evaluation of “development of family medicine in the West Bank”
Interested consultants/companies/organizations are encouraged to send their technical and financial proposal (including CVs of the evaluation team) in a sealed envelope to the MAP office. The deadline for receiving proposals is 28-04- 2022 COB.
