Group Counseling Program

Term of Reference 

Introduction

Center for Women’s Legal Research Counseling and Protection (CWLRCP) is a local NGO, independent, nonprofit, established in 2005 by a group of lawyers and activists in all feminine, community and legal fields. It also aims at enhancing and empowering women so they can achieve justice and attain their rights in the Palestinian Society. 

Project Summary 

CWLRCP leads “Improving accessibility to multisectoral services for women and girls’ survivors of violence” initiative within Naseej regional project co-funded by Oxfam and the European Union. Through this initiative, CWLRCP raises the awareness of community and CBOs about the GBV national referral system and Hayat shelter services and system. 

Objectives of the assignment 

CWLRCP provides the psychological support to women and girls who are at risk of GBV or who survived GBV through two approaches: 1. Individual case management which helps in identifying options and needed services, 2. Counselling /support group ensures a space of expression where GBV survivors receive peer-to-peer support.

Through “Improving accessibility to multisectoral services for women and girls’ survivors of violence” initiative, CWLRCP will conduct Group Counselling Program aiming to help GBV survivors on :

1) Developing their self-awareness and self-help capacities,

2) Enhancing the relational level to build a supportive social network

3) Creating a broader coping level to deal with the daily stressors

Scope of work 

CWLRCP seeks to recruit a trainer or group of trainers who is/are expert/s in group counselling to deliver a 10-sessions program to 90 gender-based violence survivors. 

Each group will receive 10 sessions which expected to include (but not limited to):

• Introductory day about GBV consequences, ways to overcome, reporting and referrals
• Self-care and self-motivation
• Psychodrama treatment
• Others 

4.1 Assignment period 

This assignment is expected to take place between October - December 2021

4.2 Expected deliverables after awarding 

• Action plan and time frame 

(as per 90 beneficiaries divided to groups, 10 sessions per group, each session is full day 

-5 working hours-)

• Pre and post tests and evaluations for each group
• Detailed objectives and agenda for each session
• Materials and handouts
• End report 

Proposals Submission and Selection Process 

CWLRCP invites technical and financial proposal from qualified INDIVIDUALS or TEAMS (No companies) with relevant experience in delivering similar services as mentioned in this Terms of Reference (TOR). 

Cumulative Evaluation Method will be used for this procurement exercise and Contract will be awarded to highest scorer in Cumulative analysis considering Technical and Financial Evaluation. 

The technical proposal will contain 70% and financial proposal will contain 30% weight.

Only applicants who will pass the technical evaluation, their financial proposals shall be considered for financial evaluation.

Technical Proposal shall contain at least: 

Applicant profile (individual or group) shall present:

• The applicant specialization 
• Proved record of experience in group counselling 
• Proved record and certificates of psychology approaches will be proposed in the technical offer

Proposal submission Procedure and Submission Deadline

Proposals shall be reached to CWLRCP address: Al lababidi st. – Al Said Building – 3rd floor till Wednesday 13/10/ 2021 before 13:00 pm .

The applicant must submit the Technical and Financial Proposals in separate sealed envelopes mentioning “Technical Proposal” and “Financial Proposal” on the top of respective envelopes as though the financial information could not be revealed before financial proposal Opening. Then a big envelope shall be used cover the both proposals mentioning writing “Proposal Group Counseling Program- Oxfam’s Project” on the top of the big sealed envelope. 

Unsealed Financial Proposal and proposal received after the deadline would be ground for rejection.
