  • Background

The East Jerusalem Young Men's Christian Association (EJ-YMCA) founded in 1948, is a vibrant and integral part of the Palestinian social movement and a leader among Palestinian Non-Governmental Organizations. It is an independent, neutral and professional organization, affiliated with the global YMCA movement. As a member of the World Alliance of YMCAs, the EJ-YMCA is committed to a unique vision of community, based on the universal values of human dignity, peace, and justice. 

The EJ-YMCA is deeply rooted in the Palestinian society and runs a variety of programs based on local priorities in areas of: vocational and technical training (TVET), economic empowerment and employment, rehabilitation and mental health, advocacy, youth participation, and women empowerment. 

The EJ-YMCA- RP is a Palestinian non-profit community-based organization whose mission is towork on the mental health of persons with disabilities and survivors of political violence by providing field-based psychosocial and professional rehabilitation services through a holistic and human rights participatory approach; covering the areas of the West Bank through coordination and partnership with the relevant parties to create a receptive, appropriate and supportive environment for our target groups.

EJ-YMCA-RP strive to achieve the following strategic objectives:

  • Specific Objective 1: Enhanced mental health and reintegration of targeted beneficiaries and their families
  • Specific objective 2: Enhanced capacities of MHPSS practitioners

Specific Objective 3: Enhanced level of rights holders’ and duty bearers’ engagement (primary and secondary) to uphold the rights of targeted beneficiaries.

  • Objective of the Assignment 

The overall objective of this consultancy assignment is to provide a final evaluation of the impact of the rehabilitation program under the EJ-YMCA This entails assessment of the competencies, capabilities, resources, as well as donors, partners and stakeholders in addition to the assessment of beneficiaries’ feedback. In addition to considering all the changes occurred in the socio-political and economic context that requires evaluating the work the EJ-YMCA is doing including but not limited to its objectives, targeted groups, areas of interventions, relevance and it’s unique offering. This is an essential part of the learning process to best serve our targeted groups providing timely qualitative and quantitative interventions. 

  • Tender Purchasing:

The YMCA - Jerusalem invites qualified and registered suppliers who wish to participate in this tender to purchase a copy of the tender documents for a non-refundable 150 ILS from Monday, the 19th of August 2024 till Saturday the 24th of August 2024 between 9:00 AM to 2:00 PM at the following YMCA - Rehabilitation Program offices:

  • Bethlehem: YMCA Street
  • Ramallah: Al Beireh – Al Madares Str. – Hamodeh Al Derawe Building – 1st Floor
  • Nablus: Aloul and Abu Salha Building – Shaikh Muhammad Tufaha Str. – 7th Floor

Submission of proposals:

All offers shall be submitted in 2 separated sealed and stamped envelopes for the technical and financial offer no later than Thursday the 29th of August 2024 at 1:00 PM to the following address:

  • EJ-YMCA reserves the right to reject all bids, and to decide not to pursue this procurement.
  • EJ-YMCA reserves the right to split the bid.
  • EJ-YMCA is not obliged to procure the lowest priced offer, when the lowest price does not offer the best overall value and all other factors considered.
  • EJ-YMCA has the right to cancel or re-tender this TOR without explaining the reasons.
  • In addition to reviewing the financial and technical applications, EJ-YMCA will review the qualifications of the specific contractor/ individual(s) wishing to fulfill the role.
  • EJ-YMCA may select more than one consultant to complete the full scope of this TOR.
  • All Documents must be submitted signed and stamped.
