Job Partnership Promotion of Small and Medium-Sized Enterprises Project in Ethiopia: Agro-food Sector
1.0 Background:
The Small Enterprise Center (SEC) Association is recognized as a leading international non-profit organization based in Palestine founded in 2002 with a mission to promote growth of regional and international MSMEs and social enterprises. SEC focuses its work to render MSMEs and social enterprises as main contributors to economic growth, alleviating poverty, and attaining gender equality. It focuses on enabling policies for the establishment and growth of MSMEs and social enterprises adopted by relevant stakeholders. Moreover, SEC focuses to improve the MSMEs and social enterprises competitiveness in the local and international markets. Finally, SEC promotes the engagement of youth and women entrepreneurs in MSMEs.
Within the framework of “Job Partnership Promotion of Small and Medium-Sized Enterprises Project in Ethiopia: Agro-food Sector / GIZ, SEC and GIZ are working together in Ethiopia to deliver innovative solutions needed to overcome the challenges of unemployment in Ethiopia. The Project is designed to improve economic competitiveness of Ethiopian agro-food processors in the local and international markets through building technical capacities of MSMEs on export promotion. The project aims to increase unemployed, interested, committed and dedicated MSMEs access to technical skills, product development, business network and market linkages with international investors and traders.
To qualify 5 MSMEs in Quality Management system (ISO 22 000) to improve their competitiveness in local and international markets, SEC invites certified experts in ISO 22,000 to apply. The selected expert will be responsible for qualifying MSMEs to obtain management system in Ethiopia. The expert will deliver services primarily in the Sidama region, covering the southern areas.
2.0 Questions and Requests for Clarifications
Questions regarding the technical or administrative requirements of this ToRs may be submitted no later than, October 1th by email to [email protected]. Questions must be submitted in writing; phone calls will not be accepted after September . Questions, requests for clarifications and the responses thereto that SEC believes may be of interest to other offers will be circulated to all ToRs recipients who have indicated an interest in bidding.
Only the written answers issued by SEC will be considered official and carry weight in the ToRs process and subsequent evaluation. Any verbal information received from employees of SEC, or any other entity should not be considered as an official response to any questions regarding this ToRs.
3.0 Application Submission Guidelines, Selection Criteria, and Deadline:
The selection of the best proposal will be done by using a combined scoring method – where the qualifications and methodology will be weighted a maximum of 70% (Technical), and combined with the price of 30% (Financial).
4.0 Purpose of the Assignment:
SEC is seeking for certified Expert to qualify MSMEs in Quality Management System (ISO 22000) to support the selected MSMEs to obtain quality management standards certificate according to ISO 22000 system. This initiative aims to strengthen the export capacity of MSMEs and enhance their ability to access Gulf Cooperation Council (GCC) markets.
The expert will deliver services in the Sidama region and other southern areas of Ethiopia.
5.0 Key tasks :
The selected expert/s will work closely with Project team, and participating MSMEs in the project. The Expert will perform the following tasks:
- Provide 1-day training: introductory to quality management system
- Qualify MSMEs to be ready for Quality Management System Certificate:
- GAP assessing of the current quality management system of the selected (5 )MSMEs
- Prepare a development plan for each MSMEs to overcome the identified gaps
- Support MSMEs to develop the quality management system ISO22000
- Conduct internal audit for the MSMEs
- Prepare for the ISO 22000 Audit.
- Follow up with the MSMEs to respond to the ISO 22000 Audit comments and note.
- Develop progress report.
6.0 Deliverables:
- Conducting quality management training course for agro processed food
- Assessment report for 5 MSEMs – quality management system
- Submit 5 development plans based on the assessment
- Submit a quality management system for each MSME
- Internal audit report for the 5 MSMEs
- Follow up report with the MSMEs after the comments of the audit company
- Final progress report.
6.0 Qualifications and work experience of the expert
- Willingness and ability to work in Ethiopia
- Certified expert to qualify MSEMs in ISO 22000
- Examples of similar assignments
- A minimum of 5 years of relevant experience
- Professional working proficiency in English.
7.0 Duration of Appointment:
The expected level of effort of the expert is 25 working days, within six months’ time are foreseen for implementing activities from signing the contract.
8.0 Logistic Support for the Consultant
Project team in Hawassa, Ethiopia will provide the following support;
- Logistic support: hotel reservation if required, local transportation in Ethiopia, etc.
- Coordination: information on MSMEs, project document, transportation to visit the MSMEs, local phone calls, etc.
- Resource person: Moreover, SEC will hire a local (Ethiopian) quality management expert to support the international expert in the followings:
- Support and accompany the international expert to conduct successful field visits to selected MSMEs
- Support the MSMEs to implement the developed Quality Management System by the international expert
- Support the international expert to conduct internal Audit
- Support the MSMEs to implement he comments provided by the external Audit
9.0 Scope of Price Proposal and Schedule of Payments:
The payments will be made based on the deliverables and after receiving the requested documents the amount will be in USD.

Requirements and notes:
- Number of business trips to Ethiopia = 2 trips, where the expert will be required to conduct two business trips to Ethiopia and spend in total 12 working days
- Travel day are NOT considered as working days
- Working day = 8 working hours
- Flight ticket from Amman to Addis Abba, Ethiopia – economic class, we recommend Ethion Airlines
- Domestic flight ticket from Addis to Hawassa – economic class USD 100
- Hotel accommodation: 4 stars
- Visa fees / Ethiopia around E-visa = USD 82 .
