BACKGROUND INFORMATION

Handicap International is running its projects under its operating name of Humanity & Inclusion (HI). Outraged by the injustice faced by people with disabilities and by vulnerable populations, we aspire to a world of solidarity and inclusion, enriched by our differences, where everyone can live in dignity. HI is an international, independent and impartial non-profit organisation that intervenes in situations of poverty and exclusion, conflict and disaster. Working alongside people with disabilities and vulnerable populations, HI takes action and takes notice, to meet their basic needs, improve their living conditions and promote respect for their dignity and fundamental rights.

HI in Occupied Palestinian Territory (OPT): Since 1996, HI has implemented various actions with local partners in the West Bank and the Gaza Strip. In a territory beset by chronic crises, political instability, and a declining economic and social situation since the second intifada in 2000, HI aims to respond to the needs of persons with disabilities and to make structural improvements to their lives. 

The mass demonstrations along the Gaza-Israel’s perimeter fence since 30 March 2018, as part of the “Great March of Return” have resulted into a significant number of Palestinian casualties in the Gaza Strip. As such Humanity & Inclusion through its project, entitled “Response to urgent needs in rehabilitation of the most vulnerable people with disabilities and people with disabilities in emergency and post-emergency situations in the Gaza Strip”, seeks to enhance the trauma pathway, by specifically responding to the urgent care and rehabilitation needs of children and adults with injuries- many of them having been discharged prematurely from hospitals due to the lack of capacity - so that they can recover and where possible prevent the onset of disabilities due to injuries. The project focused on rehabilitation and post-operative service provision to bridge the gap and continue delivering services to the injured persons to improve their conditions and enhance their capability to perform daily life activities; in order to reach community participation. The project is supported by the generous funding of Center de crisis- France (CDCS-F).

Project Partners: This project is implementing through partnerships with two national rehabilitation organizations: Palestine Avenir Childhood Foundation (PACF); and El-Amal Rehabilitation Society (ERS).

Project Activities: 

• Supporting multidisciplinary (MD) rehabilitation service provision: Partners’ social workers have assessed the needs of persons with injuries and persons with disabilities where rehabilitation professionals have intervened with identified persons in need of quality rehabilitation support and post-operative services; including distribution assistive devices to support beneficiaries’ independency in daily life activities. 
• Supporting the coordination mechanisms through the national five referral networks (RNs): Main component of the project is the technical support have been put in place to follow RNs as a continues investment in the coordination bodies to enhance beneficiaries’ access to services. In March 2019, HI initiated the establishment of five the referral networks in Gaza strip with support from its partner organizations aiming at strengthening networking and coordination among disability service providers from many sectors (Health, Educational, Livelihood, Social & empowerment), CBR programs and mainstreaming stakeholders in each of the target governorate, and consequently ensuring improved access and continuity of services for persons with disabilities, multiple disabilities, persons with injuries, elderly and other vulnerable groups in need for services. Today, the five networks are led and facilitated by partners’ social workers who support and follow up the referrals process. RNs’ members meet on monthly basis to exchange and provide information about their current available services and offer a number of referral opportunities for persons with disabilities to have access to their projects’ services and according to their identified services criteria. HI and its partner organizations are strengthening the participation of persons with disabilities representation in the referral network monthly meetings and referrals monitoring and coordination process. The principles of the Referral Networks are- but not limited to: 
• Collaborative work,
• Volunteerism,
• Commitment to persons with disabilities interest, 
• Participation, and
• Ownership for partner organizations.

DESCRIPTION OF THE REQUIRED SERVICE PROVISION

In doing so; HI intends to contract a service provider (company or individuals) for developing a Software “management information system” to address local referral networks information flow and data registration; and

Objective of the Service Provision

• Improve a sustainable database system to manage RNs information; and

Expected outputs of the Service Provision

• To advise HI on MIS for RNs that can facilitate and manage the usage of information flow and data analysis; including one year of maintenance and follow up guarantee; and

Additional information: available HI’s guidelines, tools and policies for data management and data protection to consider; other projects in need for data management system; technical focal point at HQ.

• The proposed MIS for RNs shall consider but not limited to:
• Software have to be flexible for all partners Import/Export projects tools to the developed software in order to extract the needed data/reports for each tool.
• Ensure a data privacy and confidentiality policies 
• Ensure a proper the archiving of all data.
• Contribute to the definition and implementation of a fluid and consistent reporting system, automatizing processes, reviewing and creating report templates and defining the data and information flow.
• Any software or application has to be user friendly and responsively designed
• Ability to work in both online and offline modes
