Call for Registration of Business Service Providers (BSPs)

The Small and Medium Enterprise Assistance for Recovery and Transition (SMART) Project is a four year, USAID funded program implemented by DAI.  SMART aims to rapidly recover Palestinian small and medium enterprises (SMEs) and put them on a path to revitalization following unprecedented crises e.g., COVID-19. SMART will help SMEs regain productivity, grow, and expand. It will promote economic growth and self-reliance in the West Bank, Gaza and East Jerusalem. 

SMART is seeking to register reputable consulting companies and vendors to provide business development and technical assistance services to the Export Development Resilience Program (ASWAQ). The program is designed to address critical emerging challenges hindering the resilience, business continuity, and sustainability of exporting SMEs in the West Bank and East Jerusalem who lost their current markets or are trying to find new markets to maintain business continuity and grow in the current crisis. The program aims to enhance export capabilities and market access through providing market intelligence, export capacity building, export branding and promotion, standardization, and networking support, in addition to introducing critical export-related equipment that enables firms to meet specific potential buyer's requirements. 

As an intermediary, linking client firms with Business Service Providers (BSPs), SMART will establish a roster of business consulting companies from which selected BSPs may be asked to bid on projects to provide business support services to SMART client firms.

Vendors responding to this call will be required to meet the following eligibility and selection criteria’s:

Eligibility Criteria:

  • Companies must be officially registered at the Ministry of National Economy.
  • Companies must have a valid deduction at source certificate.
  • Companies must have a proven record of relevant experience in providing business services.
  • Companies must be maintaining business operations at the time of application.

*Freelancers may associate with registered consulting firms. Local companies are encouraged to team up with regional and international consulting firms in their field of specialty.  Women Business Consulting firms are encouraged to join the SMART roster.

Selection Criteria:

·      Company experience in the market.

·      Range of available services.

·      Experience in multiple sectors.

·      Regional or international offices or affiliations with regional and international BSP’s.

·      Key in-house Personnel & associated consultants.

·      Client references and previous experience.

·      Overall corporate capacity and capability to work both in WB and East Jerusalem.
