The Palestinian Liberation Organization has received a grant from the International Development Association (IDA) in the amount of USD 20 million for the benefit of the Palestinian Authority (PA) to finance the Digital West Bank & Gaza Project, and intends to apply part of the proceeds for consulting services.
The consulting services (“the Services”) for developing Institutional Framework for Telecommunications Regulatory Authority (TRA) includes: (i) Hierarchy and position descriptions with functional structure, Recruitment and Training Plan that includes qualifications and gap analysis for new positions, while drafting transition plan from the MTIT staff to TRA. (ii) Human Resources and Administration Manual, Operation Manual based on workflow and Financial Manual (iii) Software solutions ToRs: define ERP technical and functional requirements to be part of bidding document to cover ERP system, license management system and workflow system (iv) Strategy and recommendations: submission of draft five years strategic plan to be a baseline to activate TRA based on similar international regulatory bodies
These services are expected to commence second half of 2022 and to be finished within a period not exceeding 6-8 months.

The Ministry of Telecom and Information Technology (MTIT) now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.
The shortlisting criteria of the firm are: core business and years in business, relevant experience, technical and managerial capability of the firm. Key Experts will not be evaluated at the shortlisting stage.
The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” dated November 2020 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.
A Consultant will be selected in accordance with the Quality and Cost Based Selection (QCBS) procurement method set out in the Procurement Regulations.
