OVERVIEW
The Norwegian People’s Aid (NPA) is a non-governmental organisation with roots in trade unions and labour movements in Norway. NPA supports processes towards democracy and equitable distribution of power through mobilisation, popular participation and collective organisation. The international strategy affirms civil society as a key pillar for nation building; democracy and development, and views human rights as building blocks for development and redistribution.
NPA started supporting Palestinian people and organisations in 1982 and has worked actively in Palestine since 1987. NPA Palestine opened its country office in the Gaza Strip in 1996. Since then, several programs have been implemented in partnership with Palestinian local civil society organizations in the Gaza Strip and the West Bank, including East-Jerusalem.
In 2016, NPA and partners initiated a four-year programme called “Civil society – partnership for democratic development”, funded by NORAD. and aiming at strengthening the capacity of Palestinian civil society organisations to influence political decision making in Palestine. As this programme is ended by the end of 2019, NPA would like to evaluate this program therefore NPA would like to invite the qualified and interested consultancy firms to submit their technical and financial offers.
HOW TO APPLY
For interested consultancy firms, the ToR document can be downloaded or requested by sending a letter of interest mentioning the title of the consultancy, firms details and contact person to the E-mail address below:
Closing date for requesting tender documents is 8th December at 16:00 (24hrs) Jerusalem Time. All requests after that date will not be considered.
SUBMISSION PROCESS
Closing date for submitting the tender is 14 December 2019 at 23:59 (24hrs) Jerusalem time. All bids submitted after that date will be rejected.
All interested and eligible firms are requested to submit their Complete bid documents that include the firm’s profile, financial and technical offers and similar assignment writing sample to NPA’s email address mentioned above.
The interested firms should consider the following:
- The technical proposal: The proposal shall reflect the qualitative and quantitative methodology, tools and action plan in detail.
- The financial proposal shall describe the estimated cost for the assessment in detail. The financial proposal should break down the cost of the various items. Prices including VAT should be in USD and must be valid 90 days after the submission date.
- Bidders are responsible for ensuring that their offers are received in accordance with the instructions stated herein.
- Applications will only be accepted from firms.
- NPA reserves the right to reject all bids and to decide not to pursue this assignment. NPA is not obliged to procure the lowest price offer when the lowest price does not offer the best overall value, all other factors considered.
