Consultancy Purpose
PYE is seeking to hire a research and analysis professional/consultant to conduct a thorough analysis and reporting of the PYE program data in line with the landscape of the youth in the West Bank, Gaza, and East Jerusalem. The consultancy period will last from February to June 30, 2023 (estimated). Mercy Corps is looking for a candidate with expertise in the youth sector and experience in the Youth Research Participatory Activities in Palestine. The chosen consultant will be responsible for providing research support, technical and M&E report writing and carrying out evaluations as part of the position. Specifically, the main tasks of the assignment will be as below:
Review and finalize the baseline report for both quantitative and qualitative analysis
Review and recommend improvement to the PYE reporting system, and create guidelines and a data flow chart for the MEL system
Conduct research and studies on a regular basis, including midlines, outcome survey analysis and periodic implementation reviews as needed
Perform data analysis of the data collected from various surveys and prepare analysis reports with lessons learned and takeaways for program improvement and adaptation.
Assist with the development and implementation of MEL-related capacity building activities for the PYE team and partners.
Specific Objectives
The main objectives of the PYE Research and Reporting Consultant are:
To combine qualitative baseline data with quantitative data and use this information to make recommendations and propose actions for future M&E efforts.
To identify the barriers, challenges, and opportunities related to youth engagement in research participatory action.
To assess the strengths and gaps in the current PYE Research Participatory Activities and address youth-led researchers' and youth participants' identified research priorities based on the first year of implementation.
To review the MEL reporting system, including standard operating procedures, project performance reports, and MEL guidelines and procedures.
To conduct additional research and studies as needed, such as a 3-6 month survey to follow up with participants after training or workshops.
To write the final report of the mid-term and final evaluation of the PYE and identify lessons learned and future priorities.
Any additional research and reporting tasks requested by the CoP and the Senior MEL Advisor.
Requirements
Individual Consultant(s):
At least Master Degree in International Development or relevant field.
Minimum 7 years of experience in Research, Monitoring, Evaluation and Learning.
A combination of strong experience in qualitative research methods, and extensive expertise in evaluation and technical analysis preferably in Palestine.
Proven experience in youth research/studies.
Excellent knowledge of the youth sector in Palestine.
Strong analytical, reporting and presentation skills a
Advanced communication and interpersonal skills.
Fluent in written and spoken English and Arabic.
In-depth knowledge and experience of participatory research approaches and tools.
Excellent time management skills, ability to take initiative, and deliver assignments within set deadlines.
