UNESCO National Office in Palestine launches a request for proposals to Revise and Update the UNESCO Skills Forecasting Model and Guidelines (Development of the Palestinian National Occupations Forecasting Model). This assignment will contribute to provide information for decision-makers on projected occupations gaps; inform the public regarding the current mismatches and anticipated job opportunities in the Palestine labour market based on the available data; and provide a dynamic friendly user reference tool to various stakeholders for better planning and monitoring information related to occupations anticipation in Palestine.

The assignment aims at:-

1. Conduct comprehensive evidence-based analysis on UNESCO’s existent skills forecasting model (diagnostic report).
2. Update the Occupations Forecasting Model and guidelines as per the approved diagnostic report. 
3. Prepare a policy paper, addressing legal aspects, procedural and institutional set up, regulations, governmental decisions, and agreements required for governmental, non-governmental organizations and private sector to provide the Occupations Forecasting Model with the necessary data as well as adopting the model as an official system for labour market anticipation (the Palestinian National Occupations Forecasting Model).
