Consultancy for Agricultural Councils

BACKGROUND

The Palestinian Farmers’ Union (PFU) in partnership with OXFAM, is implementing a project titled “Power of Voices Partnership” funded by the Dutch Ministry of Foreign Affairs, which aims at increasing the accountability of government, responsiveness, and fairness through implementing better mechanisms, related to agriculture policies to realize farmers’ aspirations and rights. Through the PVP project, we seek to contribute to achieving sustainability for the Palestinian farmers as well as, increasing their awareness on rights, means of realization of their rights, and monitor the government’s failures in implementing agricultural policies that will have positive repercussions on the long run.

There are three inter-related outcomes that will be targeted: (1) Strengthened Civil Society (CS) collects evidence of rights abuses/support communities, (2) Strengthened CS has capacity to improve (inter)national norms, (3) Strengthened CS mobilized public to influence governments.

 

Based on the Agriculture Councils Law which has been approved by the Council of Ministers in 2021 but is still pending the president’s approval, PFU will work closely with 3 agricultural councils (to be determined by the general department of councils at MoA) and the Ministry of Agriculture to facilitate the development and restructuring of agriculture councils in accordance to the draft law adopted by Government. On September 27, 2021, the Council of Ministers approved the proposed agricultural council draft law. Currently, the next step is to develop the agricultural councils according to the approved law in order to be prepared for carrying out activities once the law is approved by the president. Till now the President of Palestine did not decree the law, so it’s a chance for PFU in cooperation with the MOA to start working on developing three council’s structures, including organizing membership, elections of councils, strategy for councils, action plans, and roles, and services to be provided. These agricultural councils will be well informed on their roles as stated by the new law, and farmers’ rights and will work to ensure that farmers are well represented and receive their rights.

PFU is seeking a consultant who will be responsible for developing the structure and the strategy for 3 Agricultural councils and will provide in-depth information about structures, membership, and strategies for developing an established mechanism through proposition and description of restructuring, developing establishment procedures, and a general action plan for implementing the council restructure mechanism.
