Background
Palestine Trade CENTER (PalTrade)
PalTrade was established in 1998, as a non-profit development organization, which was mandated as the Palestinian National Trade Promotion Organization. Recently, PalTrade has evolved into an export development organization with a mission to lead the development and sustainable increase of Palestinian exports as a driving force for sustainable national economic growth; and has been instrumental in leading the way to establish a National Export Strategy. PalTrade provides a wide range of support in the areas of export development and market intelligence, export promotion, and export policy and advocacy.

PROJECT BACKGROUND
PalTrade has received a grant from OXFAM to implement a project titled “Developing Equitable Agricultural Production and Market Systems for Resilient Economic Development in the occupied Palestinian Territory” The project seeks to increase export readiness and potential of 6-9 export companies over the course of the project (i.e. 3 year). The export companies are expected to establish, or strengthen, their business linkages with an estimated 20-30 agricultural cooperatives involved in the Freekeh, Grape, and Maftool (Couscous).
PalTrade will work with partner companies to penetrate or expand market share in ‘affinity’ export markets based on a principle of ‘demand driven approach’ striving for price competitiveness or high quality niche markets. In these markets, a steady pipeline of trade can be established through the identification of a few anchor buyers and developing a medium-term sourcing program for a selection of export-competitive products. Such as approach will aid in building a strong anchor for Palestinian companies to scale up production and product quality to meet the demands of diverse markets.

Objective
PalTrade is looking for a supplier of Olive Oil tanks, and Olive Oil bags packing machine, as well as a nitrogen system for Haifa Co. for Agricultural Marketing who is one of the participating companies in the OXFAM project.

The commencement date of this assignment is expected to be before March 10th, 2019.

Terms and Conditions
Interested consulting companies are requested to adhere to the following terms and conditions:
Your quotations should be send by sealed envelope signed and stamped titled with RFP # PTC- -011-03-2019 before 02:00 PM Palestine time on Sunday 7/03/2019 to PalTrade office in Ramallah- Bireh- Wataniyya tower building, 5th floor.
Suppliers should quote for all Sub-BOQs under this invitation, given that all items within each offered sub-BOQ should be priced.

All-BOQs will be evaluated and awarded to the lowest evaluated supplier on the basis of total amount of Sub BOQ. Given that PalTrade has the right to increase or decrease the quantities of each item without any additional cost ,
The RFQ documents should be signed and stamped, and returned within the offers along with other requirements presented in the RFQ documents.
PRICES: The prices shall include all costs, taxes, duties, …etc.,
The Supplier shall quote in the (US$) US Dollars.
Quotations should be sent by completing the price schedule.
The rates quoted should be fixed for the duration of the contract and should not be subject to adjustment on any account, unless to offer a deduction to the rates.
Prices should include VAT.

Payment will be issued within 30 days from the date of the issue of the invoice.
Please, sign and/or stamp all pages of the offer including the annex.
PalTrade will award the PO to the bidder whose quotation has been determined to be responsive to requests.
PalTrade has the right to award the RFQ fully or partially to more than one supplier.
If PalTrade decides to make change to this RFQ this shall be through Addendum. Copies of Addendum will be furnished to all Bidders.

Information relating to the examination, evaluation, comparison, and post-qualification of bids, and recommendation of contract award, shall not be disclosed to bidders or any other persons not officially concerned with such process.
Any effort by a Bidder to influence PalTrade in the examination, evaluation, comparison, and post-qualification of the bids or contract award decisions may result in the rejection of its Bid.
