About PWWSD

Established in 1981, The Palestinian Working Woman Society for Development (PWWSD) is a non-governmental women’s, mass, developmental, and learning human rights organization that contributes to developing feminist struggle within national, social, and developmental dimensions. The organization believes that liberating women is connected directly with ending the occupation and establishing a full Palestinian democratic sovereign civil state. PWWSD is active all over West Bank including East Jerusalem, and the Gaza Strip and is an active member in several local, regional, and global networks and coalitions. 

PWWSD aims for a free and democratic Palestinian society based on gender equality, respect for human rights and social justice. The organization promotes women empowerment, women’s participation in the national struggle against the occupation, women’s contribution to the development processes, the entitlement of women to political, economic and civic rights, women’s access to justice and their right to a life free of violence.

PWWSD core function focuses on provision of psychosocial and legal services including group and individual counselling and to provide women with the resources they need to combat gender-based violence, empower themselves politically, economically and socially, and transform their society to one that is inclusive, egalitarian and democratic. PWWSD takes a gender-responsive, rights-based approach, particularly regarding international human rights. 

About the Project:

The project “Preventing and Responding to Gender Based Violence in the West Bank” is supported by the UNFPA and implemented by the Palestinian Working Woman Society for Development (PWWSD), during the period 1/4/2021 until 31/12/2021. The project aims at promoting women and girls access to lifesaving integrated GBV/SRH and PSS services in Nablus governorate, and contributing to increasing the capacity of local women's organization(s) to implement GBV prevention and response in the West Bank.

Purpose 

PWWSD invites proposals from qualified suppliers with a track record of success in producing digital communication products.  We are seeking the services of supplies who can provide high quality video storylines to raise awareness of the community and decision makers to improve protection of women, young women and girls from gender-based violence (GBV). The 4-minute short video is a tool for creative audio-visual content which will aim to build and spread awareness to give high priority to the adoption of the Family Protection Bill. 

The Scope of Work

The selected service provider will be expected 

To develop scripts in collaboration with PWWSD and produce a 4-minute video.

To plan and conduct digital promotion of the video

Tasks and Responsibilities of the Production Firm

Under the overall supervision of PWWSD Communication and Advocacy Officer, the contractor will be expected to perform the following deliverables:

Suggest modes of production content, scenarios, innovative approaches and establishment of details.

Submit draft script and production approach and shooting/interview and technical plan for review and approval. 

Submit to UNFPA a report on all the storyboard of the video, including locations, names and contact details of all individuals who will appear in the different video. The report must include a smooth transition between stories.

Submit final script of the short video.

Production of a 4-minute video in collaboration with PWWSD. 

The video should build and spread awareness on protection of women, young women and girls while giving high priority to the adoption of the Family Protection Bill. 

Present the video for review and feedback.

Edit the 4-minute video and 1-minute promotional video and, until the product is approved by PWWSD.

Submit and a plan and manage digital campaign to promote the video to the selected target audience.  Key efficiently target for this activity is fixed on the level of 1 million views for the video. The promotion plan should meet the target audience segments for the video and describe all actions for reaching the key efficiency target. Plan should contain digital solutions (for example, YouTube advertisement, banner advertisement, etc).

Video production and materials:

The contractor will produce one high resolution 4-minute video that will be in HD.  The contractor should take into consideration the following key aspects: 

Ensure that all participants in the video, including interviewees, sign the approval/consent form (sharing photos/videos).

The 4-minute video will be in Arabic with subtitles in English and a sign language interpreter. 

The video should contain Arabic transcripts also translated into English.

Ensure full usage rights of music (or music for which copyright has been granted).

Submit a 4-minute video in 1080p (HD) resolution.

Finalize the short video including all modifications requested by PWWSD (unlimited edits until the product is fully satisfactory and approved by PWWSD and UNFPA). All approvals and clearances are needed for logo use, including PWWSD, and UNFPA.  UNFPA disclaimer will be included in the final product.

Submit the fully edited video after consolidating feedback from PWWSD and UNFPA in digital format on USB in high and low resolution. 

The 4-minute video will be considered final only following the approval of PWWSD and UNFPA, and only after the production company receives an official letter from PWWSD to this end.

Eligibility / Company profile

The bidding production firm should possess the following: 

Professional capacity, skills, knowledge, expertise, and equipment to carry out the assignment.

Work in the area of public communications, advertising, video production for at least 3 years

Have experience in the field of video production, digital promotion

Demonstrate ability to meet deadlines and work under pressure

Be fluent in Arabic and English.

Possess sufficient human and financial resources as well as work experience and presence in the occupied Palestinian territory. 

Established networks relevant to the assignment.

Experience in interviewing people from different social backgrounds

Availability to conduct this assignment during the specified period (1 July – 15 August 2021).

Copyright and Intellectual Property Rights

The video production company expressly assigns to PWWSD any copyright of product the production firm produces during the implementation of the assignment. Except for purposes of this assignment, the information shall not be disclosed to the public nor used in whatever without written permission of PWWSD in line with the national and International Copyright Laws applicable.  The contractor may not use, reproduce or otherwise disseminate or authorize others to use, reproduce or disseminate any of the materials developed under this service, including the audiovisual materials. The production firm commits to provide PWWSD with all the raw materials upon completion of the tasks, and receiving written approval of the products by PWWSD.

Submission details

Interested production companies and individuals should submit the technical and financial proposals for the above-mentioned tasks with a cover letter by Aug 5, 2021 to the following email address: [email protected] , with Title “GBV Awareness short video – (Name of Candidate Contractor). 

The technical proposal should include the following:

A short methodology that demonstrates understanding of the ToR including a brief description of Gender Based Violence in Palestine especially in the context of COVID-19.

This first draft should be submitted by the end of July 2021. The full assignment will be delivered by mid of August 2021.  A tentative description of the activities presented above would need to be presented by the bidding production company including anticipated number of days for each task.  

An outline of how the product will appear on screen, including how the production firm would ensure effective storytelling.

Three samples of recent similar work is required.

The financial proposal should include:

A separate financial proposal setting out a budget for the assignment.

The proposed budget in Israeli Shekels (ILS) should be inclusive of all costs, including professional, travel, accommodation, living expenses, and tax, among others. 

The contractor must have a source of deduction certificate and invoices.  If the contractor fails to submit a source of deduction, the VAT will be deducted from the total invoice value. 

PWWSD is not obligated to select the lowest cost. PWWSD will evaluate the offers based on competitiveness, quality, and experience, evaluation of presented samples, and eligibility based on the above, as well as evaluation of the reasonability of the price offered. Applications not including all of the above information will not be reviewed. Only short-listed candidates will be contacted for interviews.
