Firm or Individual Consultant to Develop Short Awareness Video
Background
Enhancing the Protection and Re-integration of Furthest Left Behind Groups of Women and Girls Victims and Survivors of Violence in Palestine-SHAML aims to eliminate any discrimination towards the furthest left behind group: girls’ victims of violence, girls in conflict with the law, women and girls’ user of drugs and elderly women with disability, and make impactful changes and ensure that the targeted groups’ rights related to prevention, protection and reintegration are fulfilled. Lastly, the project aims at addressing main issues related, not only to the protection system, but also to the communities’ discriminatory attitudes and perceptions towards the identified groups.
Purpose and Scope of Assignment
Through UNWOMEN funded project SHAML, PWWSD needs an individual consultant or firm to develop a 3-4 min. video to raise awareness of the community, families and decision makers about the girls’ victims of violence, girls in conflict with the law, women and girls’ user of drugs and elderly women with disability. The video comprises a tool for a creative audio-visual content which will aim of to build and spread awareness to give high priority to improve the rights of girls’ victims of violence, girls in conflict with the law, women and girls’ user of drugs, and elderly women with disability, knowing that the awarded consultant/ firm will have all details after a meeting with the PWWSD project’s staff, partners, project participants and stakeholders in order to clarify the idea from the short video to build and spread awareness about the target groups.
The main objectives
To develop a 3:00 - 4:00 three to four minutes video to raise awareness of the community, families and decision makers about the four following categories in the West Bank and Gaza: rights of girls’ victims of violence, girls in conflict with the law, women and girls’ user of drugs, and elderly women with disability.
Expected outputs
The service would have the following outputs:
- 3-4 min. video as a fascinating project story for public and policy makers.
- One min. promotional video of the video.
- Info-graphic: good quality PDF copy of a promotional poster for the video.
Tasks and Responsibilities
The consultant/firm will undertake the following tasks:
- Conduct consultative sessions with PWWSD to discuss the plan, production progress and to ensure production objectives are established.
- Suggest modes of production content, scenarios, innovative approaches and establishment of details.
- Submit draft script and production approach and shooting/interview and technical plan for review and approval.
- Submit a report on all the storyboard of the video, including locations, names and contact details of all individuals who will appear in the different video. The report must include a smooth transition between stories.
- Submit final script of the short video, after feedback.
- Production of short video in collaboration with PWWSD.
- The video should build and spread awareness of the community and decision makers about girls’ victims of violence, girls in conflict with the law, women and girls’ user of drugs, and elderly women with disability.
- Present the video for review and feedback.
- Edit the short video, until the product is approved by PWWSD.
Video production and materials:
- The consultant/ firm will produce one high resolution 3-4 min. video awareness video that will be in HD.
- Ensure that all participants in the video, including interviewees, sign the approval/consent form (sharing photos/videos).
- The 3-4 min. video awareness will be in Arabic with subtitles in English.
- Ensure full usage rights of music (or music for which copyright has been granted).
- Submit the video in 1080p (HD) resolution.
- Finalize the short video including all modifications requested by PWWSD (unlimited edits until the product is fully satisfactory and approved by PWWSD and UN Women). All approvals and clearances are needed for logo use, including PWWSD, and UN Women. UN Women disclaimer will be included in the final product.
- Submit the fully edited video after consolidating feedback from PWWSD and UN Women in digital format on USB in high and low resolution.
- The video will be considered final only following the approval of PWWSD and UN Women, and only after the production company receives an official letter from PWWSD to this end.
Eligibility / Company profile
The bidding production firm/consultant should possess the following:
- Professional capacity, skills, knowledge, expertise, and equipment to carry out the assignment.
- Relevant experience in similar projects and/or in the sector.
- Sufficient human and financial resources as well as work experience and presence in the West Bank and Gaza.
- Established networks relevant to the assignment.
- Experience in interviewing people from different ethnic/social backgrounds.
- Ability to adhere to deadlines.
- Availability to conduct this assignment during the specified period (August-September 2022).
Copyright and Intellectual Property Rights
The consultant or firm expressly assigns to PWWSD any copyright of product they produce during the implementation of the assignment. The consultant or firm may not use, reproduce or otherwise disseminate or authorize others to use, reproduce or disseminate any of the materials developed under this service, including the audio-visual materials. The consultant or firm commits to provide PWWSD with all the raw materials upon completion of the tasks, and receiving written approval of the products by PWWSD.
Submission details
Interested production companies and individuals should submit the technical and financial proposals for the above-mentioned tasks with a cover letter to the following email address [email protected] with Title “UN Women - Shaml Awareness short video – (Name of individual consultant or Company)”.
The technical proposal should include the following:
- A short methodology that demonstrates understanding of the ToR.
- This final draft should be submitted by August 31th Therefore, a tentative plan including a description of the activities presented above would need to be presented by the bidding individual consultant or production company including anticipated number of days for each task/activity.
- Firm profile and administrative information.
- Key professional personnel, CVs, and years of experience as well as educational background.
- Samples of similar work.
The financial proposal should include:
- A separate financial proposal setting out a budget for the assignment (please provide prices in ILS).
- The proposed budget in ILS should be inclusive of all costs, including professional, travel, accommodation, living expenses, and VAT, among others.
- The production of the video will cover project areas in the West Bank and Gaza.
- The production company must have a source of deduction certificate and invoices; For individual consultants, Taxes (5%) will be deducted from the invoice.
PWWSD is not obligated to select the lowest cost. PWWSD will evaluate the offers based on competitiveness, quality, and experience, evaluation of presented samples, and eligibility based on the above, as well as evaluation of the reasonability of the price offered. Applications not including all of the above information will not be reviewed. Only short-listed candidates will be contacted for interviews.
