Short-term consultant - Industry 4.0 Expert

Purpose of the Assignment:

The Palestine Techno Park (PTP) is seeking a short-term consultant to provide designing, planning, organizing, and implementation consultancy for the Factory 4.0 Accelerator, over a period of 6 months throughout the acceleration program.

Background

The Palestine India Techno Park (PITP) was established in 2016 as a non-profit research and innovation park aimed at supporting the entrepreneurship ecosystem in Palestine. PTP provides needed physical infrastructure, entrepreneurship programs, technology transfer office, Innovation Labs and Hubs, and Research and Development initiatives to introduce and promote science and innovative technologies, commercialize technological knowledge, and bridge the gap between the business sector and academia.

The PITP is seeking a qualified, highly organized, and motivated candidate for the role of industry 4.0 expert to serve under the 4.0 Factory Accelerator.  The Factory 4.0 Accelerator was recently launched by Palestine India Technopark, in partnership with the Palestine Investment Fund, to support and enable entrepreneurs with innovative ideas that provide opportunities to continue production during crisis situations, avoid shortages of supply, limit production disruptions, provide worker safety...etc. The expert will assist with the factory 4.0 acceleration program.

Work Assignments and Scope: (include but not limited to):

• Provide consultancy on the design of the concept of the acceleration program from pre-stages to implementation and reporting:
  • Identify the industry 4.0 context, goals, and target audiences.
  • Identify relevant trends in innovation and industry 4.0
  • Analyze and identify challenges facing the industry sector.
  • Develop a brief concept and initial implementation plan to launch the Factory 4.0 acceleration program, including:
    • Assess, select and engage potential partners and service providers that will take part in the delivery and implementation.
    • Develop the acceleration program milestones.
    • Identify target groups.
    • Develop all program stages related criteria (needs assessment methodology, eligibility, evaluation, selection of participants and assess and select all potential experts and judges).
    • Develop the KPIs and expected outcomes.
    • Develop the timeline.
  • Developing the application and selection criteria for the acceleration program participants

• Recruit consultants, trainers, and mentors, where needed.

• Develop a schedule of activities:
  • Design the schedule of activities that will be implemented during the project duration including the awareness sessions, workshops and boot camp day’s activities.
• Identify, design and manage the required resources, learning material topics, goals and personnel required
• Overseeing and being responsible for the overall development and implementation process of the project
• Reporting:
  • Deliver a final report assessing the implementation process and showing indicators, outputs, and recommendation.
  • This position will report directly to the programs manager. 

Qualifications and Work Experience of the Expert

• > 12 years of professional experience
  • > 10 years experience in the technology sector that includes > 5 years experience at tech startups &/or tech startup support organizations
  • > 5 years experience in the industry 4.0 sector
  • > 5 years experience Program/Project Management roles
• Thorough understanding of the Palestinian industry sector and ecosystem, including the opportunities and challenges
• Thorough understanding of the Palestinian tech sector and ecosystem, including the opportunities and challenges
• An industrial related degree, a degree in Business, Economics, Computer Science, Engineering or equivalent
• Practical knowledge and skills in usage of Project management methodologies and tools
• Experience in developing and maintaining key stakeholder relations.
• Operations experience required.
• Excellent understanding of both business and strategy and how technology could be applied to drive new areas of growth.
• Advanced knowledge of managing entrepreneurial processes.
• Experience in monitoring and evaluation and reporting

Duration of Appointment:

From the signing of the contract, a maximum of 6 months acceleration period is foreseen to complete this assignment's activities from the expert's level of effort.
