technical practices to contribute to the establishment of a free and democratic Palestinian

Work purpose summary:

The legal advisor for advocacy issues will support the project team in planning for the advocacy issues that will be addressed as part of the project, where the main responsibilities of the advisor fall in coordinating the advocacy issues with the advocacy coordinator, assisting in mapping the related stakeholders for the issue being handled, coordinate with related actors, as well as providing the needed support in coordination with the project staff and the advocacy coordinator in order to ensure the success of the planned advocacy campaign. The legal advisor will also provide effective support in data collection and networking with the competent and legal authorities with the aim of strengthening the value chains of high-value crops by raising awareness and changing policies, laws, regulations and regulations that impede the development of the enabling environment for the three chains

Duties and Responsibilities:

  • Assist the project team in examining policy concerns that have an impact on the selected value chains;
  • Selection of advocacy issues that seem feasible and can exhibit positive impact on the targeted VCs.
  • Provide a complete summary of the laws and legislations related to the supportive environment for the agricultural sector
  • Coordination with all relevant authorities
  • Submitting a policy paper related to the three value chains: honey, poultry, onions
  • Conduct workshops related to the actors in the three sectors to present the relevant laws, legislation and regulations with the purpose of highlighting a margin for improvement that eventually serve the actors within these value chains.
  • Draw up formalities regarding the settlement of disputes and monitor the implementation of the legal clauses
  • Provide advice on different legal issues and assist in drafting legal opinions, memoranda and other legal documents.
  • Any other activities, responsibilities, or particular assignments assigned by the project manager.

Qualifications, Requirements:

Education:

  • Bachelor degree in law or any other related field (master degree will be and added value)

Experience:

-              At least three years of experience working in NGOs in the field of lobbying and advocacy

Language:

  • Arabic & English

Others:

  • Extensive filed work and ability to commute between project implementation sites
  • Excellent communication skills.
  • Proven experience working and coordinating with Government and civil society
  • Proven written analytical presentation and reporting skills and demonstrated computer skills
  • Excellent computer skills especially MS office.
  • Proven ability to work in a multidisciplinary team

SUBMITTALS:

The companies have to submit for the evaluation the following documents in hard and soft copies:

  • Technical offer with all supporting documents (Cover letter, Working methodology, CV‘s for the consultant …etc).
  • Financial offer, only hard copy.
  • Proposal for an advocacy campaign

 

 

GENERAL INSTRUCTIONS TO TENDER

The submitted offers should be in Euro excluding VAT. The tenderer should be able to issue zero VAT invoices in addition to deduction at source certificate (شهادة خصم مصدر).

  1. The offer must comply with the standards and requirements set out in the tender bid.
  2. The submitted offer is binding to the Supplier nor the tender offer may be withdrawn after submission and remains binding by a period of three months starting from the date of the offer.
  3. offer documents delivered by hand.
  4. Late applications will not be accepted

5.The tender envelop must be sealed and stamped.

6.offer must stamp all bid papers.

Offer SUBMISSION DATE:

Interested qualified companies should receive the ToR document from PARC office, their

applications should be submitted in hand at PARC office at Al Zitoun area, Salah Al Dein St., Gaza, by close of business on Tuesday, 10, January 2023 before 12:00 PM. Applications submitted beyond this date will be disqualified immediately.
