Background:

Established in 1997, The Association of Palestinian Local Authorities – APLA is an independent institution that brings together all Local Government Units – LGUs across Palestine. APLA’s core mission is to represent the collective interests of LGUs, enhance their capacities through strategic advocacy and lobbying, and promote the exchange of information and best practices. APLA further serves as a channel of dialogue between the central government and LGUs, advocates for the rights of LGUs, and represents them at national, regional, and international levels, with a view to enabling them to improve the quality of services provided to Palestinian citizens.

The "Empowering Palestinian Community to Utilize Sustainable Development Opportunities" project, implemented by the Association of Palestinian Local Authorities (APLA) in cooperation with the Belgian development agency – Enabel and funded by the government of Belgium, aims to integrate Sustainable Development Goals (SDGs) into the operations and strategies of Palestinian Local Government Units (LGUs). This initiative is part of the broader "Green West Bank" intervention and focuses on promoting sustainable development to improve the overall quality of life within the Palestinian community.

APLA’s engagement in this project is strategic, focusing on three primary objectives:

  1. Enhancing the capabilities of LGUs to effectively respond to environmental and climate-related challenges.
  2. Elevating the awareness and involvement of both LGUs and the local communities in the Sustainable Development Goals.
  3. Improving APLA’s service delivery to its member LGUs, ensuring they are equipped to meet the needs of their communities.

The primary aim of this assignment is to develop a comprehensive study paper that offers LGUs practical and sustainable solutions for managing electronic waste, emphasizing reducing environmental impacts, engaging citizens, and optimizing resource recovery based on the above, APLA is seeking for getting a service from an expert, to “prepare a study paper on E-waste management in LGUs”.
