Expression of Interest no: 02-EMIWA-2024

USAID West Bank/Gaza Effective Management of Irrigation Water Activity

Issuance Date: April 2, 2024

Closing Date: April 20, 2024

SUBJECT: Call for Expression of Interest to Supply Irrigation Equipment Supply to support farmers in the West Bank and Gaza

Background

CNFA is a non-profit international agricultural development organization that specializes in the design and implementation of sustainable, enterprise-based agricultural initiatives. CNFA implements the Effective Management of Irrigation Water Activity (EMIW) in West Bank and Gaza, a USAID-funded project with the objective to improve climate-resilient conservation and management of freshwater resources and associated ecosystems. EMIW is a four-year USAID-funded initiative. Its main purpose is to reduce the non-beneficial water use in irrigation and reduce the use of fertilizers and other chemicals through improved agricultural practices. This will, in turn, improve the quantity and quality of available fresh groundwater resources. EMIW will enable farmers to adopt new technologies and improve their agriculture practices to reduce non-beneficial water use in irrigation, reduce, and optimize the use of fertilizers and other agrochemicals and improve the sustainability of water resources.

EMIW will work with farmers in the West Bank and Gaza (WBG) to improve agricultural practices using technology to improve the efficiency of water use for irrigation change and to adapt and build resilience to climate change. EMIW will provide farmers with improved irrigation technologies with co-investments from farmers and training and participate in awareness raising for improved and climate-smart agriculture practices. For now, activities in Gaza are on hold due to the security situation.

CNFA invites potential vendors to submit an expression of interest (EOI) to supply irrigation systems and equipment in part or in whole.

The purpose of this EOI is to identify relevant and reliable vendors and to verify the vendors’ capacities on the below:

1. The willingness, acceptance, and capabilities of specialized irrigation vendors to supply the needed equipment to farmers in West Bank and Gaza areas.

2. The availability of equipment or part of it whether it’s manufactured by the vendor itself or by other companies.

3. The vendor’s capacity to deliver the irrigation equipment within the timeframe identified by CNFA.

4. Gather the necessary company information to secure USAID approval for the selected vendors, commonly referred to as vetting approval.

List of equipment:

1. Smart Irrigation/dripping systems

Manual/Semi Manual Modern Irrigation Systems: Traditional drip irrigation system but with advanced/modern/appropriate emitters or could include other more advanced ancillaries to improve decisions on input quantities and timing. This system will support small farmers with up to 5 dunums of land.
Fully Computerized Irrigation Systems (Smart Agriculture Systems): The proposed technologies/systems should have options for site-specific conditions and farmer’s knowledge and provide efficiency in irrigation (precision irrigation and precision fertilizer use). The proposed technology should be capable of optimizing inputs, in particular water and fertilizers/nutrients, and reduce energy use. Also, the system should be capable of irrigating plant roots (not the soil) precisely when needed, with precise amount of water and fertilizers. This system will support large farmers of more than 20 Dunums.
Hydroponic System: Soilless/or isolated soil farming system mostly in a greenhouse with plants growing in rows of nutrient-rich water-filled channels, and with a system for recirculating the water and nutrients. This system will support small farmers owning 1-2 Dunums.
Aquaponic System: Combines aquaculture (raising fish) with hydroponics, the aquaponic is a setup with fish tanks connected to hydroponic plant beds. Fish waste is used as a nutrient source for plants. The waste produced by the fish provides an organic nutrient source for the plants, and the plants help filter and purify the water, which is then recirculated back to the fish tanks; an aquaponic system in a greenhouse. This will support farmers with 1-10 Dunums.

2. Electromagnetic Ionizer

Used to treat saline water The electromagnetic ionizer for agriculture will have a water pipe with magnetic field, treating saline water flowing through the pipe, it should include indicators or displays on the device that illustrate the ionization process and its effect on improving the water quality. This intervention will be connected with Ground Water Well (GWW).

3. Solar Power Photovoltaic System

Generates renewable energy from the sun/ light, which can be used to power irrigation systems. The solar power photovoltaic system on a farm will be connected to an irrigation water source, powering it with solar energy through an inverter, demonstrating a sustainable and self-sufficient energy solution for farming operations. The capacities of these off-grid solar systems ranged from 0.3 Kwh to 30 Kwh.

4. Plastic Lining for Balancing Irrigation Ponds

Plastic lining on a farm used for storing and balancing irrigation water, along with equipment for efficient water storage and quality management in agriculture. Balancing ponds, sand filtration, and low-flow emitters to manage water resources effectively, ensuring that every drop of water is used efficiently and sustainably.

5. Reverse Osmosis (RO) System

A solar powered water purification technology that removes contaminants from water by using pressure to force water molecules through a semipermeable membrane.

Disclaimer:

Please note that the issuance of this EOI does not constitute an invitation to bid or to submit offers. Submitting an EOI does not automatically guarantee a vendor will be considered for receipt of award. Rather, the EOI is an opportunity for CNFA to identify interested and qualified vendors prior to formal solicitation release. CNFA anticipates releasing a competitive solicitation with detailed equipment specifications at a later date, which qualified vendors will be eligible to submit offers. CNFA reserves the right to accept or reject any or all offers received.

Eligibility:

Interested vendors must have knowledge and experience in supplying similar equipment for development agriculture programs. The EOI submission must show the vendor’s capacity related to these points:

1. Legally registered to operate in West Bank or Israel and elsewhere, if applicable.
2. Experience and knowledge of the Palestinian development sector.
3. Strong suppliers’ network in West Bank and Gaza, to help the supply of equipment, the design and installation of complex irrigation systems, and to provide after-sales services for parts and maintenance if needed.
4. A structured plan to provide support to famers getting equipment in West Bank/Gaza (troubleshooting, initial training, support with installation, client support, etc.)
5. Demonstrated capacity to provide large quantities of irrigation and related equipment.
6. Capacity and willingness to sign a Blanket Purchase Agreement, to supply large quantities.
7. Strong expertise in supplying similar agricultural/irrigation equipment, preferably with USAID.
8. Production of equipment by the vendor itself or distribution of other companies’ products.

EOI Submission:

Submissions in response to this EOI should be completed with all components outlined below in the EOI Submission Form, and submitted to Ms. Noni Alexander [email protected] by Saturday, April 20, 2024, 12:00 PM Ramallah time with [Vendor Name] and EOI No. in the subject line. Submissions received after this deadline will not be considered.
