 1. Organization and Context background information.

Created in 1960, the Foundation of Terre des hommes Lausanne (Tdh) mission is to defend and promote the rights of children, in humanitarian as well as development contexts. Today, Terre des hommes Foundation is the largest non-governmental organization (NGO) for children’s aid in Switzerland. Tdh implements projects and programs in more than 40 countries, including Lebanon, Jordan, Palestine, Egypt and Syria. Tdh opened its Delegation in Palestine in 1973 and currently works in the field of child protection, access to justice and humanitarian action. Tdh is a well-recognized actor in Palestine with a long and fruitful collaboration vis a vis justice stakeholders and national institutions on the policy, capacity building and specialized service provision components, chiefly. Tdh delegation in Palestine operates under the Multi Country Delegation of Jordan and Palestine, with the main office in Amman and two sub offices in Palestine (Jerusalem and Gaza). There is currently a total of 16 staff, of which 4 are covered under Israeli payroll and associated benefits and 12 are covered under Palestinian Authority requirements.

1. Objective and deliverables of the assignment

The objective of the services requested is to reconcile TdH’s taxes records with the Palestinian Ministry of finance for the period from FY 2017 till FY 2023, to establish a simple reporting tool for TDH to be able to reconcile it’s records with the MOF afterwards, to obtain clearance certificate for the PAL MOI after finishing the reconciliation.

• Modalities and Timeline

The service is expected to be carried within a period of 6 Months starting by December 1st ,2023 until June 30th, 2024.

1. Requirements for the expert

• Eligible expert should have the following qualifications and experience:
• A university degree in finance
• At least five years of relevant experience in providing payroll and tax advice services preferable to have an experience working with INGOs.
• Good command of English Language spoken and written; Arabic as mother tongue.
• Providing a valid deduction at source certificate.
• Audit firms and registered tax offices are encouraged to apply.

1. Application procedure

The application should contain the following information:

Eligible consultant should submit their letter of interest and financial offer by email to Tdh’s official tender email: pse.tenders@ tdh.ch. no later than November the 20th, 2023

1. Letter of interest should include:

• Statement of relevant experience, similar assignments executed in the last five years.
• Confirmation of availability to carry out the work during the 6 months contract.
• Supporting docs such as CVs;

1. Financial proposal. Detailed financial proposals with number of units and the fees , Prices are in NIS and inclusive of value added tax for establishments officially registered with the Ministry of Finance.

• Ethical considerations

The consultant/consulting agency must sign the Terre des hommes Child Safeguarding Policy and Code of Conduct and be willing to adhere to its principles and expected practices. If a breach of the policy or code of conduct takes place the consultancy will be terminated immediately without any financial burden on Tdh.

All documents and information shall be treated as confidential and shall not without the written approval of Tdh be made available to any third party. In addition, the consultant(s) formally undertakes not to disclose any parts of the confidential information and shall not, without the written approval of Tdh be made available to any third party. The utilization of the report is solely at the decision and discretion of Tdh. All the documents provided by Tdh and final report, both soft and hard copies are to be returned to Tdh upon completion of the assignment. All documentation and reports written shall remain the property of Tdh. No part of the report shall be reproduced except with the prior, expressed and specific written permission of Tdh.
