Expression of Interest- For Subject Matter Expert Services

Ooredoo Palestine invites proposals from highly qualified Subject Matter Experts (SMEs), including companies specializing in telecom operations and management. The selected SMEs will work in close coordination with Ooredoo’s Internal Audit team to provide consultation services throughout the audit lifecycle. Their role will be to support independent, in-depth assessments of defined areas to ensure alignment with industry best practices, regulatory requirements, and Ooredoo’s operational standards.

Scope of Work

Applicants may submit proposals for either Section A or Section B, or both, depending on their areas of expertise. 

Section A: Network Rollout & Performance Audit

The SME will be responsible for conducting an independent assessment primarily on RAN (Radio Access Network) operations, along with its dependencies on other network units and third-party vendors involved in the network site rollout process. This includes Rollout and Site Acquisition, Transmission, Core Operations, and NOC.

Section B: Providing Subject Matter Experts to provide consultancy services for certain specialized audits conducted by Ooredoo Palestine Internal Audit

In this section, companies may apply to provide consultation services (not to conduct full audits) in all or selected areaslisted below. The engagement will involve expert advisory support throughout different audit phases (e.g., planning, scope development, risk identification, documentation review, and analysis).

Required Specialties:

1. Interconnect & Roaming Specialist
Expertise in interconnect and roaming agreements, operations, clearing, and settlement processes in telecom.

2. Data Warehouse Specialist
Proficient in designing, managing, and optimizing large-scale data warehouse architectures.

3. Cybersecurity Specialist
Skilled in implementing network and systems security, cybersecurity frameworks, penetration testing, incident response, and security operations.

4. Billing Management – Technical Specialist
In-depth knowledge of telecom billing systems, real-time charging, mediation, rating, invoicing, and dispute management.

5. Systems Integration Specialist
Proficient in API-driven integrations, middleware platforms, and microservices architecture.

6. Commercial & Sales Management Specialist
Experience in telecom sales channels, commission and incentive structures, and sales operations oversight.

7. Artificial Intelligence (AI) Engineer
Skilled in developing and deploying AI/ML-driven solutions and automation tools for business process optimization.
