Invitation to tender

The Palestinian Association for Empowerment and Local Development – REFORM would like to invite hotels in Jericho and Bethlehem for a tender for halls, accommodation and meals that REFORM will book within a year from the date of contracting to implement activities and meetings for the institution in both Jericho and Bethlehem.

Specifications:

  • Halls should be equipped with projector, flipcharts, pens, papers, sound system, and any other needed stationary. 
  • Wi-Fi internet must be available and free of charge.
  • The hotel will provide continuous coffee break, which includes hot drinks, cold soft drinks, and petitfours.
  • The hotel will provide water throughout the events.
  • Breakfast must be included with the room price.
  • The hotel will provide a lunch/dinner buffet with minimum requirements: at least three main courses that include fish /chicken/ meat and one vegetarian meal, salads, appetizers, sweets and fruits.
  • The hotel must be able to hold activities/events indoors and outdoors and must have enough space to ensure physical distancing. Indoor halls must have enough windows to maintain the renewal of fresh air.
  • In case of room reservation cancellation with 3 days prior notice, no cancellation charges should be applied and paid.
  • In case of a less than 3 days room reservation cancellation, hotel has to specify the percentage of charges to be paid (it should not be more than 1 day of room cost).
  • In case of improper services and delivery delays REFROM will unfortunately end the agreement or will estimate and deduct from the agreed upon amount on a solo basis.
  • If three written notices have occurred, REFORM will end the current agreement and contract with the second candidate from the analysis session.
  • REFORM will specify the type of the meals (buffet or seated) and the shape and capacity of the training hall prior to the implementation of the training.
  • REFORM has the full right to cancel the tender without specifying the reasons.
  • REFORM is not obliged to contract with the hotel for day workshops. Day workshops can be conducted elsewhere depending on the type of activity/event to be implemented.
  • In case of conferences, the hotel must have halls that have a capacity of more than 200 person enough to maintain physical distance. 
  • In case the winning bidder has no availability for the requested services (at the time of our reservation) the hotel is obliged to provide the same services through partnership with another hotel with the same specifications (the bidder must specify the percentage of the extra charge in this case that will be taken into consideration).

Documents to be submitted:

  • Copy of the deduction at source certificate.
  • Prices table filled in ILS excluding VAT. (please find the table at the end of the document)

Notes:

  • Number of participants to attend each event / activity will be provided 2 days prior to implementation date.
  • Suppliers should be able to provide taxable and zero VAT invoices.
  • REFORM is not obliged to choose the lowest price.
  • Offers should be drafted in English, and submitted in ILS. 
  • Hotels must be located either in Jericho or Bethlehem districts.
  • REFORM will pay only on actual use of halls, rooms, coffee breaks and meals according to the actual number of participants. Participants’ number will be finalized with the hotel by the end of each day. 
  • The supplier should make sure and use their best effort to host and facilitate the accommodation of REFORM's participants.
  • Payments will be made in ILS and through a check within three weeks from the date of the invoice.
  • Hotels must have a parking lot for cars.
