Short term -Individual consultant
1.0 Background:
The Small Enterprise Center (SEC) Association is recognized as a leading international non-profit organization based in Palestine founded in 2002 with a mission to promote growth of regional and international MSMEs and social enterprises. SEC focuses its work to render MSMEs and social enterprises as main contributors to economic growth, alleviating poverty, and attaining gender equality. It focuses on enabling policies for the establishment and growth of MSMEs and social enterprises adopted by relevant stakeholders. Moreover, SEC focuses to improve the MSMEs and social enterprises competitiveness in the local and international markets. Finally, SEC promotes the engagement of youth and women entrepreneurs in MSMEs.
Within the framework of “Job Partnership Promotion of Small and Medium-Sized Enterprises Project in Ethiopia: Agro-food Sector / GIZ, SEC and GIZ are working together in Ethiopia to deliver innovative solutions needed to overcome the challenges of unemployment in Ethiopia. The Project is designed to improve economic competitiveness of Ethiopian agro-food processors in the local and international markets through building technical capacities of MSMEs on export promotion. The project aims to increase unemployed, interested, committed and dedicated MSMEs access to technical skills, product development, and business network and market linkages with international investors and traders.
To support number of MSEMs to enhance and develop their product packages design to improve their competitiveness in local and international markets, therefore, SEC invites qualified graphic designer experts to develop the followings: a) brand books, b) labels, c) packages for MSMEs. The selected expert will be responsible for providing coaching and training for selected MSMEs in Ethiopia. The expert will deliver services primarily in the Sidama region, and southern areas of Ethiopia.
2.0 Questions and Requests for Clarifications
Questions regarding the technical or administrative requirements of this ToRs may be submitted no later than, October 9th, 2024 (Jerusalem Local Time) by email to [email protected]. Questions must be submitted in writing; phone calls will not be accepted. Questions, requests for clarifications and the responses thereto that SEC believes may be of interest to other offers will be circulated to all ToRs recipients who have indicated an interest in bidding.
Only the written answers issued by SEC will be considered official and carry weight in the ToRs process and subsequent evaluation. Any verbal information received from employees of SEC, or any other entity should not be considered as an official response to any questions regarding this ToRs.
3.0 Application Submission Guidelines, Selection Criteria, and Deadline:
The selection of the best proposal will be done by using a combined scoring method – where the qualifications and methodology will be weighted a maximum of 70% (Technical), and combined with the price of 30% (Financial).
4.0 Purpose of the assignment:
SEC is seeking for a qualified graphic designer with international experience to provide service to selected MSMEs in improving their product packaging. The expert will be responsible for MSMEs developing professional brand books, labels, packages, providing training and coaching, and preparing products to meet Gulf Cooperation Council (GCC) markets and international market standards. This initiative aims to strengthen the export capacity of MSMEs and enhance their ability to access (GCC) markets. The expert will deliver services both in the SEC Hawassa, Ethiopia office and remotely.
5.0 Key tasks :
The selected expert/s will work closely with Project team in Palestine and Ethiopia, and participating MSMEs in the project. Th expert need to pay a visit Ethiopia and meet MSMEs in Hawassa, Ethiopia.
The Expert in close consultation with SEC team will cover the following tasks:
Develop a work plan
Develop training materials: 2-day training
GAP assessment: Conduct field visits for MSEMs in Ethiopia to assess the current product design
Deliver 2-day training in Ethiopia covering the following topics:
Branding and Packaging Design Principles: Introduction to key design elements such as logos, colors, and layouts specific to food products.
Typography for Labels: How to choose readable and compliant fonts for ingredients, nutritional facts, and other required information.
Materials and Sustainability: Training on using eco-friendly materials, and how to design around packaging constraints.
Print Production: Understanding of how packaging designs translate to physical products, including color matching and material limitations.
Legal Requirements: Knowledge of food industry labeling laws, such as FDA or European regulations, including placement of health information and warnings.
Consumer Psychology: Insights into how consumers perceive packaging and what influences their purchasing decisions.
Develop graphic design/ remotely for 4 MSMEs:
Submit the developed designs to MSMEs and receive notes and comments .
Integrate all comments to the developed designs
Provide training report, highlighting key areas for improvement, and recommendations for selected MSMEs development.

8.0 Duration of Appointment:
The expected level of effort of the expert is 15 working days, within six months’ time are foreseen for implementing activities from signing the contract.
9.0 Logistic Support for the Consultant
Project team will provide information, related document. All travelling fees shall be covered by expert and should be included in the financial offer.
10.0 Scope of Price Proposal and Schedule of Payments:
The payments will be made based on the deliverables and after receiving the requested documents the amount will be in USD.
