Background on the Project

The Palestine Information and Communication Technology incubator (PICTI) in partnership with Women’s Technical Affairs Committee (WATC), Alizana Por La Solidaridad (APS), Palestine Family Planning and Protection Association (PFPPA) and Culture & Free Thought Association (CFTA) are currently implementing the“Reducing Gender Inequalities in the Occupied Palestinian Territory” project funded by the Spanish Agency for International Development Cooperation (AECID).

The overall objective of the 5-year intervention is to contribute towards the recognition and full exercise of the Right to a Life free from Violence and the Economic Rights of Palestinian women in the West Bank and Gaza.

Under the framework of this project, PICTI is looking to hire a Training Academy to perform the below-mentioned activities:

  • First Activity: Provide a pool of 20 women with the needed training in order to enhance their skills and competencies in the following areas: Finance and Accounting, Business Administration, in addition to Customers Service, Sales and Marketing, that shall in turn improve and facilitate their transition to employment, thus increasing their career prospects.
  • Second Activity: Provide a pool of 100 vulnerable and marginalized women with the needed training in order to increase their knowledge and enhance their skills in the use of the internet and its applications.

First Activity:

* The training academy will provide the 20 women with 5 hours of training on: Writing CV and Interview skills

* Training to 2 groups of Women with Higher Education:

a. Finance and Accounting, on the following topics: (5 women/18 hr)

  • Using accounting intelligence software (e.g. Bissan Accounting System).
  • Using tax preparation software (Ministry of Finance Portal Account).
  • Preparing financial statements.
  • Preparing any related financial supporting documents.
  • Using spreadsheets to track expenses and company spending.

b. Administrative Assistant, on the following topics: (5 women/15 hr)

  • Personality Profile
  • Communication and Teamwork
  • Listening Techniques
  • Time Management
  • Office Etiquette
  • Grammar and Writing Basics
  • Telephone Etiquette
  • Customer Service
  • Professional Image
  • Characteristics of a Successful Administrative Assistant
  • Maintaining notes, typing, preparing and collating reports.
  • Maintaining and ordering office supplies.
  • Keeping computer databases up to date.
  • Administrative software.

 *  Training to Women with Lower Education: (10 women/ 24 hr)

Customer Service/ Sales and Marketing, on the following topics:

  • Interpersonal and business communication; answering phone calls/ emails/ client inquiries & complaints.
  • Walking customers through basic processes.
  • Providing service information.
  • Resolving service problems.
  • Demonstrating products and services as deemed necessary by clients and management.
  • Creating a marketing plan for a certain product/service.
  • Professional ethics and skills.

 

Second Activity:

Training on the basic use of the internet and its applications, for marginalized women/ women with lower education.

The training targets 100 women, divided into 4 groups (4 days/25 women).

 

Notes:

  • The Training Academy must be committed towards identification of a hall to carry out the 1st
  • PICTI will provide a hall to carry the 2nd
  • If needed, PICTI will provide the training academy with computer devices to be used during the 1st
  • The Training Academy must be flexible towards conducting the training online, if needed.
  • Activities are expected to be implemented and completed in June-July.
  • Transportation costs for trainer are to be covered by PICTI.

 

Guidelines and Selection Criteria

In undertaking this assignment, the service provider should consider submitting:

  • Technical proposal (70%) covering the following items:
  • Training Academy profile including Trainers/experts’ CVs reflecting the training topic he/she covered. (25%)

This must be supported by samples of previous work.

  • Detailed action plan (including training agenda, outline, timeslots, etc.). This plan shall be adapted according to participants’ needs. (15%)
  • Training tools and methodology (while taking into consideration the possibility for conducting the training virtually). (20%)
  • Being A PITA Member. (10%)
  • Financial proposal (30%). The price quotation for the training delivery should be in EURO.

Please note that the price quotation should be submitted in:

  1. English language.
  2. The Price must be in Euro EXCLUDING VAT – and PICTI is not responsible for any currency differences.
  3. The price offer must be valid for a period of 6 months.
  4. The company bears all responsibility in the case that it submits a price offer and is unable to provide a valid source of deduction or any official certificates that require the payment process.
  5. PICTI has the right to withdraw or cancel the solicitation, without incurring any costs and without any justifications.
  6. The supplier to whom the quotation is awarded bears all responsibility in the case that they submit a quotation and is unable to issue invoices or bring a valid source of deduction or clearance from the Added Tax Department or any of the reinforcements necessary for the payment.
  7. The payment with the selected agency will be made after signing the contract, completing the required service by submitting the work completion report, and providing the financial payment request. If the service provider is an individual, 10% of the total amount will be deducted as income tax to be submitted to the Ministry of Finance.
  8. PICTI reserves the right to reject any offer without stating the reasons and to solicit offers from abroad in the case of rejection of the submitted offers and in case of violation and non-compliance with the required specifications.
  9. The amount due to the supplier shall be paid by Checks or bank transfer from the bank account of the project, after submitting the necessary.
  10. PICTI is not obligated to the lowest prices without giving reasons, and it is also entitled to split or cancel without giving reasons, Therefore, the offers will be evaluated from a technical and financial point.
  11. The company must provide a copy of its registration certificate and a valid deduction at source certificate.
  12. Any clause or any of the general conditions relating to PICTI that have been inadvertently omitted and is not mentioned within these Terms of Reference, is subject to PICTI internal standard procedures or the Palestinian Procurement and Supplies Law or any financial procedures related to that.
  13. Please stamp and sign all pages of the quotation.

Please take into consideration that the budget is highly limited, therefore provide us with the lowest price offers as possible.

 

Application Submission and Deadline:

Interested agencies are encouraged to submit their price offers in a sealed and stamped envelope to PICTI’s Ramallah office in Ougarit Bldg. – 4th Fl., Al-Irsal. No later than June 15, 2023 at 3:00 pm.

The offeror shall mark the email letter as follows:

  • Subject of the message should include: “Training Academy TOR”.
  • Body of the message should include: Name of the offeror/service provider.
  • Archive files should be marked as: Technical Proposal and Financial Proposal.
