TRAINING CONSULTANCY SERVICE
“COMMUNITY ADVOCACY WITH DUTY BEARERS”
Background
WeWorld-GVC Onlus is a non-governmental, secular, and independent organization, founded in Bologna in 1971. Since its foundation, WeWorld-GVC has been active in international aid projects and programs, including humanitarian aid, relief and development initiatives for people affected by conflicts and natural disasters, strengthening protection, livelihoods, local development and governance, shelter, and WASH.
The guiding principles of WeWorld-GVC’s work are the protection of human rights, non-violent and long-term responses to conflict, exploitation, oppression of women and children, expropriation and destruction of economic and natural resources.
WeWorld-GVC has been active in the occupied Palestinian Territory (oPT) since 1992. It started its interventions in the health sector by creating the first transfusion health center in the Gaza Strip, which is still operational. Currently, WeWorld-GVC works both in humanitarian aid and in development, aiming to:
- Provide access to basic services and available natural resources.
- Strengthen the protection of vulnerable communities.
- Enhance socio-economic development.
This term of reference is developed in the framework of a project title “West Bank Protection Consortium- Resilience program” funded by SIDA. This project target 160 vulnerable Area C and H2 communities with an Integrated Protection Approach providing both resilience-building and emergency response action. The identification, targeting and monitoring of resilience-building activities is done through a Community Protection Approach (CPA) under WeWorld-GVC leadership. The CPA foreseen a community empowerment process focused on reducing identified vulnerabilities and strengthen the capacities of communities to address their duty-bearers. In this context, WeWorld-GVC and partners normally use a set of collected data to support communities addressing their needs to relevant duty-bearers (local authorities, donors, UN, NGOs), both to present the data to Governorates and line ministries to stimulate their response.
Request of Quotation Theme
WeWorld-GVC is seeking a qualified consultant to deliver 7 workshops on local authorities’ level advocacy towards communities, for a total of 21 hours to be delivered in 3 governorates between 11 July and 7 August. The training aims to improve the local authorities’ skills, capacities and opportunities to address duty-bearers and advocate for their communities.
WeWorld-GVC will support the consultant in the organization of the training, by identifying relevant participants and governorates, as well as by providing a set of training materials already developed by WeWorld-GVC.
Training outcomes
General:
Communities are empowered with knowledge and skills regarding communication methods and tools to mobilize duty-bearers and advocate for community protection.
Specific:
- Participants are able to manage their community’s Protection Response Plan (PRP) and use it as a tool to mobilise relative duty bearers and stakeholders.
- Participants have the capacity to design and carry out advocacy initiatives based on their protection needs (indicated in the PRP) and IHL/IHRL related violations in their community/area.
- Participants have understood the basics of International Humanitarian Law and International Human Rights Laws.
- Participants have gained knowledge about advocacy and influential methods in general.
- Participants are able to contribute in designing and implementing diverse advocacy tools to promote their rights, such as fact sheets, info graphics and others.
- Participants are aware of their rights and needs, and are able to lobby for them with relevant stakeholders and Palestinian officials/relevant ministries.
The consultant is expected to reach his / her goal through the following:
- Study the protection situation of the targeted communities (data provided by WeWorld-GVC) to support communities designing their advocacy plans based on their protection needs.
- Using WeWorld-GVC training materials, prepare practical examples based on targeted protection needs of the communities.
- Prepare presentation, samples, and templates for advocacy tools.
- Support WeWorld-GVC in the preparation of advocacy package per each community and in particular identifying additional relevant stakeholders (Arabic and English CP, list of stakeholders, WW-GVC exit strategy).
- Support the targeted communities by identifying development and advocacy actors in West Bank.
- Prepare a report about outcomes of the trainings, including, if relevant, suggestion for further follow up and/or development.
Target Group
The target group of the consultancy service consists of 7 communities in 3 governorates, with attendance of at least 5 attendees from each community.
Training Methodology
The consultant should adapt WeWorld-GVC existing training materials (in Arabic Language) to the specific protection situation of the community/geographical area. In fact, the training should also include practical exercises that aim at cultivating the skills of the trainees. A very short pre and post evaluation should be made in order to assess the progress in the level of trainees' knowledge and skills. The consultant shall employ a variety of participatory training tools and techniques to facilitate the process of learning and maximize benefits.
By considering the characteristics of women and men of all ages and people with disabilities, the following topics are proposed to be addressed by the training course:
- How to identify a protection threat or vulnerability at community-level;
- How to collect data and facts on the threat/vulnerability;
- How activities to be implemented are identified and inserted in the PRP;
- How the PRP can be used for advocacy purposes;
- Technical tools needed to implement effective and influencing advocacy activities;
- How to approach the major players/duty-bearers, which may include governmental and non-governmental bodies;
- How to use media in general and social media;
- Duty bearers’ mobilization steps across the phases (from identifying the protection threats/vulnerability, collecting data/information/facts, identifying the mobilization initiatives’ purposes and objectives, and finally, prioritizing and choosing the targeted groups);
- Sharing of successful experiences.
Deliverables
- Training curriculum adapted to targeted communities;
- A final report (English) clarifying the training process implementation methodology, achievements, lessons learned and recommendations within one week after completion of the training;
- Trainees Evaluation Results (Pre and Post) for impact assessment. The documents to be shared both in electronic and hardcopies version.
- Deliver 7 workshops in 3 governorates, each one of 3 hours.
- Source of verification (attendance sheet filled by participants, and eventually pictures, …);
- In partnership with WeWorld-GVC, deliver of advocacy kits to support communities to advocate for their protection needs.
Qualifications and Experience
- University degree in Political Science, Law, Media and Journalism or any relevant field;
- Experience in advocacy and social media campaigns;
- At least, three years of proven training experience targeting communities, youth and women in a relevant field;
- Excellent communications skills: interpersonal, listening, oral, and written;
- Excellent English and Arabic language skills.
