 The purpose of this RFQ is to establish Blanket Purchase Agreements (BPA) with qualified Vendors who can respond to future Requests for Quotes to procure and transport a variety of goods identified in Attachment B to various locations in Gaza or Ramallah as further described below.  

Creative invites qualified vendors (Offerors) to submit a quotation that identifies the item each offeror can deliver from the certain items identified in Attachment B of this RFQ. The Agreement resulting from this RFQ will be a BLANKET PURCHASE AGREEMENT (BPA) that will allow for Purchase Orders to be issued in support of the Basic Education Activity funded under USAID Cooperative Agreement No. 72029423CA00011.  All quotations are due by the date and time stated above. Any quotation received after the required time and date specified for receipt shall be considered late and non-responsive.  Late quotations will not be evaluated.

During the life of the BPA, Creative intends on issuing multiple BPA RFQ’s to eligible BPA holders to submit quotes for the procurement and delivery of items identified in Attachment B that will be further defined and quantified. The winner of individual BPA RFQ’s will be awarded a Purchase Order to deliver the items to the pre-determined location(s). Creative understands the Price Volatility for specific items and the evolving issues regarding Border Crossing/Transport to locations inside Gaza. Prior to issuing a BPA RFQ, Creative will conduct market research to determine an acceptable price range for delivery to specific locations which will be used in evaluating proposals.

Creative encourages Offerors to indicate their interest in this procurement by submitting a quotation according to the instructions contained within this RFQ. Creative will make an award to the responsible Offeror(s) submitting a quotation which provides the best value to the project.

To be considered, Offerors should submit a complete quotation no later than the RFQ deadline date and time as shown on the BPA RFQ cover page.  Offerors should ensure that the quotation is well-written in English or Arabic, according to the instructions provided, and contains only requested information.

Questions regarding this RFQ will be considered only if submitted in writing and emailed to [email protected] no later than September 2,2024. The solicitation number (RFQ No. BEA-2024-025) should be stated in the subject line.  Creative responses to questions will be distributed- at the same website- by September 4, 2024.

Quotation Submission:

To be considered, Offerors should submit a complete quotation though an email to [email protected] no later than the RFQ deadline date and time (September 10, 2024 @ 4:00 pm).
