ABOUT OXFAM

Oxfam focuses its activities on providing a comprehensive response to poverty, working cohesively in the four areas that constitute its identity: development cooperation, humanitarian action, faire trade, social mobilization, campaigns and education for global citizenship.
BACKGROUND
The Water, Sanitation and Hygiene (WASH) program of Oxfam was established in the Gaza Strip in 2008 to respond to the humanitarian WASH need of Gaza population and to protect communities from Public Health (PH) risks. Oxfam maintains active participation in the WASH cluster and efficient information sharing in all WASH working groups, leads the Hygiene Promotion Working Group, and is an active member in the Water Quality Working Group as well as the Communication with Communities (CwC) Working Group led by OCHA. Moreover, WASH in country receive strategic oversight from Oxfam’s Country Director (CD) in OPTI and regular support through its regional WASH team along with technical support from Oxfam’s advisors based in different Oxfam affiliates and Oxfam’s Global Humanitarian Team (GHT).
Oxfam WASH strategy, developed in 2016, is aligned to Oxfam’s Country Strategy (OCS) in OPTI and with the technical framework of Oxfam’s global WASH innovation programme, which aims at implementing projects and actions that demonstrate new methodologies, approaches and technologies that address specific problems and gaps more efficiently. The main humanitarian standards and protection principles are given careful consideration especially the do-no-harm principle within the Implementation of Oxfam interventions. This is particularly important in the Gaza context, where social and political instability and conflict are evident in many areas with conservative protection norms. Explicit plans to reduce risks, and to competently mitigate and respond to any incidents, including safeguarding training (i.e. on sexual harassment, discrimination and exploitation, and child protection) are elaborated by Oxfam and monitored, adjusted and refreshed if the context changes.
Furthermore, due to prevailing gender norms and somewhat due to the negative effects of the prolonged occupation, men in general still have a more privileged position to access and benefit from assets, resources, and services. Oxfam has developed an internal resource that addresses these issues (Handbook on Gender and Women’s rights in emergencies) translated into Oxfam’s Gender in Emergencies Minimum Standards in addition to developing of gender analysis study which showed short term needs and priorities of women in Gaza along with women’s practical needs and strategic interests which informs the design and implementation of the Oxfam WASH projects.
Oxfam’s expertise in WASH has allowed it to adopt a leading role in innovation for the humanitarian sector in Gaza through undertaken a number of WASH initiatives aiming at improving access to safe drinking water, domestic water and for agricultural use. Oxfam’s work in WASH in the Gaza Strip has been varied with different types of projects ranging from humanitarian to developmental. Oxfam has worked on a variety of WASH projects including water and wastewater facilities, water tank distribution, RO desalination plant construction, solar systems and many more; with special focus on hygiene promotion and health awareness campaigning. The coverage of Oxfam’s projects over the years has reached most of the population in the Gaza Strip directly, and all of them indirectly.
