Updating the Emergency Plans of Partner CBOs and Developing Safety and Security Protocols for Emergency Warehouses

MA’AN is currently Implementing the project "Prepositioning of Emergency NFIs for Designated Emergency Shelters and for Host-community Emergency Responses", which is funded through oPt Humanitarian Fund. The project supports for enhanced preparations for possible future escalations in hostilities through the prepositioning and warehousing of the lifesaving NFIs. The project includes to replenish MA'AN existing stockpiles with NFIs to ensure responsive and accountable emergency response. Five partner CBOs will be engaged in the stockpiling intervention. The project should support to enhance the capacity of MA'AN and the five partner CBOs to apply more efficient stockpiling management protocols while providing for more inclusive and gender sensitive emergency response actions. MA’AN capitalizes on its community-based emergency response structure to support the IDPs in hosting communities and others in the PA-Led designated emergency shelters to access their needs of life saving NFIs. The NFIs stockpiles will serve mainly the hosting communities in emergencies and will be ready as a backup to support the IDPs of the governmental designated shelters. The project builds on MA'AN experience in stockpiling and emergency distribution of NFIs

This consultancy assignment focuses on updating the contingency plans of 5 CBOs who are partners of MA'AN in the emergency preparedness and response system. The partner CBOs have warehouses of NFIs that are used for prepositioning NFI stockpiles that are designed to be used during emergency times. In addition, this consultancy assignment includes developing practical and comprehensive safety and security protocols for working at NFI warehouses during emergency events.  

The expected key qualifications: 

  • Academic qualification in emergency planning, crisis management or any relevant field. Master's degree and above is preferred. 
  • Solid and broad knowledge of data collection and analysis techniques, research methodology, crisis management and contingency planning. 
  • Demonstrated experience in developing contingency plans and emergency response tools, especially for man-made hazards. 
  • Demonstrated experience in the field of safety and security, and have previously delivered similar consultancy works for local or international NGOs. 
  • Good reporting, writing, and communication skills, with specific reference to analytical reports and studies. 
  • Demonstrated and strong understanding of humanitarian standards, right to participation, organizational capacity development, international humanitarian law and Human Rights, especially in relation to emergency response and preparedness.
  • Ability to develop concrete methodology and timeframe for delivering the required consultancy service within the specified duration.
