VIDEO PRODUCTION, EDITING AND PHOTO SHOOTING

Background

SOS Children’s Villages is an international organization operates in Palestine since 1966. We offer services to vulnerable families in both Gaza & West Bank through our programs that aim at family strengthening, youth empowerment, and providing alternative childcare.

Goal

Within this context, SOS is seeking to engage a company/service provider for producing videos, including pre-production arrangements, videos’ shooting and editing. The companies/service providers’ tasks will be delivering the below description of requirements and are expected to use their own necessary equipment.

Firms/ organizations and Freelance are encouraged to submit their technical and financial proposals after careful reading of the terms and description.

Scope & Location

Bethlehem Children’s Village, Al Karkafeh and Community houses in Al Doha City.

• Production of 5 Child Diary Videos, each video is 30 Seconds long and includes 14 Children.
• Production of 1 Village Diary Video for 30 seconds.
• A photo session of approx 50 photos.

Rafah Children’s Village, Tal Al Sultan and Community Houses Gaza City.

• Production of 5 Child Diary Videos, each video is 30 Seconds long and includes 14 Children.
• Production of 1 Village Diary Video for 30 seconds.
• A photo session of approx 50 photos.

Specifications:

Images

• Minimal pixel size of 1200*1600 pixels
• File format: preferably png, or jpeg
• Portrait or landscape are both acceptable, ratios should be 4 x 6 or 3 x 5
• No scans of hard copy pictures
• No shooting dates or other information printed onto picture
• No add-ons and fancy effects (no filters, photo-shopped cartoon characters, frames, etc.)
• Subject of the picture should be sharp and clear
• Well-balanced exposure (not over- or underexposed)
• Colour pictures only

 Videos

• Videos should be 30 seconds long or less
• Videos in mp4 main video format, should have a maximum size of 15-20 MB
• Please avoid using .mpv apple format videos, since these are not a good solution for websites
• If persons in the videos speak a language other than English, please provide English subtitles
• No add-ons and fancy effects (no filters, photo-shopped cartoon characters, frames, etc.)

Timeline

Delivery of final versions of required videos/photos will be August 30th, 2022 (assuming awarding is notified by August 3rd)

Deliverables & Outcomes

1. Submit different scenes for produced Videos and Four Photos as drafts for discussion and approval.
2. Produce and Edit 6 Videos and 4 Photos per location and share for approval.
3. Submit final versions of professionally produced and edited videos and photos on one flash memory.

Eligibility Criteria:

The bidder must meet the following criteria:

1. Has a professional licenses and registration in the field of video production.
2. Minimum five years of relevant experience with a proven record in providing similar services.
3. A very good understanding of child rights and issues affecting vulnerable children and their families.
4. For firms/ organizations/ companies/ institute must have an official record in at least one of the ministries in charge (MOF, MOHE, MOI, MONE).
5. Must commit to the timeline and quality of deliverables.
6. Technical Proposal Weight: 65%, Financial Offer Weight: 35%.

 Application Process

Interested bidders are welcome to provide SOS Children Villages with the following Documents: (In one sealed envelope, that includes Technical & Financial Offers)

Technical Offer: Must include the following:

• Equipment, Tools and arrangements that will be used including but not limited to (Cameras, Mixers, Microphones, editing applications, etc).
• Resumes of Main Personnel.
• Certificate of Registration.
• Organization/Firm’s experience and history.
• Should be stamped and Signed from the organization/company person in charge, with listing of contact details.

Financial Offer

• Should be in ILS Excluding VAT.
• Should have clear breakdowns for cost items.
• Rates should be offered per item and a clear criteria for calculating final fees in case of changes in number of videos, length, location, etc.
• Should be signed and stamped.
• Confirmation that the applicant is eligible to render requested services on Zero-VAT invoice.
• Shall cover all costs needed for the successful completion of the assignment.
• Payment Terms: within 10 days of the successful completion for the assignment and provision of required documents of: Zero- Vat Invoice, Valid Deduction at source certificate (or deducting 10%), official bank account details.
