Background:

The Palestinian Association for Empowerment and Local Development – REFORM is a Palestinian NGO that works in the fields of empowerment, local development, and social transformation. Seeking to promote inclusion and social solidarity in Palestine through empowering marginalized hard-to-reach groups, and structural reform. REFORM aims to enhance the social and political participation of marginalized hard- to-reach groups and community activism, to facilitate equal access to public utilities through strengthening the capabilities of young and women, and to provide a reliable database for the political and administrative decision makers in Palestine.

REFORM is looking for a wall mural artist Interested candidates should submit their offers latest by Thursday, 06.10.2022, 4:00 PM.

Notes:

Interested candidates should submit separate technical and financial offers in stamped and/ or signed 2 sealed envelopes latest by Thursday , 06.10.2022, 4:00 PM at REFORM’s office in Ramallah, Al-Masyoun, Al-Tirawi Building, 2nd floor, Telephone 022966646.

Financial offers must be submitted in Euro (Excluding VAT).

A valid deduction at source certificate is required (please attach with the financial offer), or else 10% of the total payment will be deducted as income tax

For the submission, please send the following;

Technical offer which include:

1. CV/Resume that reflect general contact Information and document your experience and contains Color images of your completed previous Mural work, (Information must include Artist Name, Title of Artwork, Year.
2. Number of days you expect to complete it.
3. samples from previous work.

Price offer which include:

• Price offer should be submitted in EURO, and include both your fees, and the materials cost, etc. ( effort price and materials/ painting colors cost price)
• Note: We would like the mural to last a long time. Please ensure you select materials that will accomplish this.
• REFORM will refuse any incomplete offers

Evaluation criteria:

Qualifications Grade (100%)

Technical offer  70%

REFORM’s assessment of  the quality of the previous Experience and  engagements 40%

Sample of the work 20%

Number of working days 10%

Financial offer in EURO excluding VAT 30% 

Note : the candidates that gets more than 40% in technical offer his/ her  financial offer will be opened

Wall mural artist TOR

Specifications:

• Certificate in art or BA in human science.
• Relevant experience in campaigns related to GBV, women rights, and gender issues.
• 5 years’ experience in designing art pieces and painting.
• Knowledge about GBV and its topics.
• Ability to work with a team.
• Strong communication, interpersonal and leadership skills.

Scope of work:

• paint 2 artwork wall mural.
• The total time to complete the painting should be within 2 weeks after contracting.
• Meet with reform team, prior the event.
• Follow up and coordinate with the project team.
• Murals places: one in Ramallah at the Central station and the other in Tubas.
• To be implemented in October 2022.
• After meeting with Reform and Oxfam teams, the artist should send a sketch within one week, to get Oxfam and Reform approval on the idea of the Mural
• The dimensions of the Mural will be around 3*5 meters.

   In October 2022.
