HI in Occupied Palestinian Territory (OPT):
Since 1996, HI has implemented various actions with local partners in the West Bank and the Gaza Strip. In a territory beset by chronic crises, political instability, and a declining economic and social situation since the second intifada in 2000, HI aims to respond to the needs of persons with disabilities and to make structural improvements to their lives.
1.3 Presentation of the project within which the consultancy will take place
Humanity and Inclusion (HI) is seeking proposals from qualified engineering firms to conduct an assessment of Water, Sanitation, and Hygiene (WASH) facilities in selected schools located in the West Bank, Palestine. This assessment is crucial to evaluate the current state of WASH infrastructure and practices in schools located in refugee camps and municipalities since the targeted schools are located in an areas of protracted conflict.
Description of the required tasks
The General objective of this assessment is to comprehensively evaluate the condition and functionality of WASH facilities in the specified schools and provide actionable recommendations for improvement.
Scope of Work
Geographic Coverage for ther 10 schools
4 UNRWA schools in Nablus Balata refugee camp
4 UNRWA schools in Tulkarem “ 2 schools in Nur Shams Refugee camp and 2 schools in Tulkarem refugee camp
2 UNRWAS schools in Jenin “ 1 school in Yabad Village and 1 school in Qabatya Village .
Expected results of the consultancy
In addition to Article 2 “Scope of Work”, engineering company is expected to:
Submit progress reports to HI project Manager detailing the daily visits on weekly basis and submit conclusive report by the end of each week
Make regular visits to the designated sites, 4 days a week, to ensure that the construction company follows the work plan
Methodology required
The assessment will be conducted over a maximum period of 5 weeks, inclusive of report submission. The methodology will include:
- Physical inspection and detailed assessment of WASH facilities, focusing on infrastructure integrity, functionality, and compliance with standards.
- Evaluation of water sources, distribution systems, sanitation facilities (toilets, drainage systems), and hygiene promotion facilities (handwashing stations).
- Interviews and consultations with key stakeholders including school administrators, maintenance staff, and community representatives.
- Review of existing documentation and reports related to WASH practices in the selected schools.
Deliverables
- Inception report outlining the detailed methodology, work plan, and timeline within 5 days of contract signing.
- Draft assessment report presenting qualitative and quantitative findings, analysis, and preliminary recommendations within 21 days of the field assessment.
- Final assessment report incorporating feedback from HI and stakeholders, including detailed recommendations for improvements in WASH infrastructure and practices, within 30 days of contract signing.
- Shop drawings illustrating proposed interventions and modifications.
- Implementation plan of action outlining steps for executing recommended improvements.
- Bill of Quantities (BOQ) specifying quantities, unit rates, and total costs for materials and labor.
- Item specifications detailing technical requirements for materials and equipment.
Expertise required
- Demonstrated experience in conducting assessments and engineering evaluations related to WASH infrastructure, preferably in educational or humanitarian settings.
- Expertise in preparing technical reports, shop drawings, implementation plans, BOQs, and item specifications.
- Familiarity with relevant local and international standards and guidelines for WASH facilities.
- Ability to engage effectively with diverse stakeholders including humanitarian organizations, local authorities, and community members.

Indicative amount/budget
The budget should be all-inclusive and cover all costs related to the assessment, including consultancy fees, travel, accommodation, and other logistical expenses.
