Zawayda Drinking Water Access Project - Construction of Water Desalination Plant and Drinking Water Filling Points in Zawayda– Gaza Strip
Mercy Corps is implementing the project of “Construction of Water Desalination Plant and Drinking Water Filling Points in Zawayda in Gaza Strip” funded by: Initiative for Palestinian Economy (IPE). The project aims to supply and construct a 15 m3/hr “Well Head Brackish Water RO Desalination Unit” on water well “Aesda” located in south of Zawayda - Middle Area Governorate, Gaza Strip. The project will also include constructing 17 drinking water filling points distributed across different neighborhoods, complete with a water network. Tender may be picked up at Mercy Corps Offices in Gaza and West Bank during normal working hours as stated below:
In this context, Mercy Corps invites sealed tenders from eligible companies (contractors with electromechanical class 2 minimum) in Gaza and West Bank to participate in the above tender, noting that the execution of the construction work will take place in Zawayda in Gaza strip areas.
The following conditions apply:
The contractor must be registered in the official quarters (minimum Electromechanical Class 2). Bidders not registered as contractors with the official quarters will not be eligible and will be disqualified.
Prices must include VAT, and the contractor must provide Vat Invoice.
Tender documents can be obtained starting from Monday, 17 August 2020 during normal working hours, for Gaza office, from Sunday to Thursday; and for WB office, from Monday to Friday, from 8:30 AM to 03:30 PM at Mercy Corps’ Office addresses as follows:
-Mercy Corps Gaza Office, Al Mutaz Building #3, First Floor- close to UNRWA HQ square office.
-Mercy Corps Ramallah Office, Al Bardouni Building, Fifth Floor – The Clock Square, Jaffa St.
(20 and 23 August 2020 are official holiday, MC Gaza office will be closed) (20 and 21 August are official holiday, WB office will be closed)

A pre-bid meeting will be held in Mercy Corps Gaza Office on Wednesday, 26 August 2020, at 11:00 AM, and will be followed by a mandatory Site Visit in order to allow the prospective bidders to acquire any information they need about installed systems, working procedures, installation details. Transportations to/from site will be provided by Mercy Corps.

Questions will be answered by 3 September 2020, All prospective bidders will access consolidated questions and answers on https://www.mercycorps.org/tender
Deadline of Tenders Submission Monday 14 September 2020, before 15:00.
Tender Submittals will be made in three sealed envelopes, using the double envelope system, i.e., in an outer closed envelope containing TWO separate sealed envelopes, one bearing the words: Envelope A – Technical Proposal, and Envelope B – Financial Proposal
Tenders’ Envelopes should be delivered to Mercy Corps’ offices as stated in the above addresses.

Tenders will be open publicly in two stages:
Stage One: Private evaluation of "Envelope A –Technical Proposal” only, at Mercy Corps office. Mercy Corps has a technical committee of engineers that will evaluate and score each proposal.
Stage Two: After conducting the technical evaluation, bidders who will pass the technical evaluation will be invited to the public opening of "Envelope B - Financial Proposal”.
